As Anton Kozlov, deputy director of the Ministry of Transportation’s Department of Road Services, noted, “The accident numbers are frightening, and the only method available on federal highways is the installation of automatic traffic cameras.” He added that “other ways of preventing accidents on Russian roads have already been exhausted.”
