The president of the Collegium for the Legal Protection of Car Owners (KPZA), Viktor Travin, recalled that according to paragraph 17.2 of the SDA, passage through a residential area is prohibited. But this does not prevent car owners from bypassing the traffic jams in their yards.
Only the installation of barriers can change their route, Travin believes.
“Usually this problem is combated by the VvE and the management company by placing barriers. In the absence of a transit system, it is almost impossible to deal with such drivers,” he said.
At the same time, the human rights activist considers simply posting the “Movement Prohibited” sign as a half-measure, as the sign can be circumvented simply by standing in the yard for a few seconds. In this case, this is no longer seen as a passage in a residential area and therefore no fine is imposed.
