“If crimes are recorded by special technical means operating in automatic mode, having the functions of photographing and filming, video recording, then the norm of the Code of Administrative Offenses, which provides that a person brought to administrative responsibility is not obliged to prove innocence, does not apply. “If a person is repeatedly brought to administrative responsibility for dumping or unloading waste outside of the specified places using vehicles, in addition to the administrative fine, such vehicles will be confiscated.”
A law was passed on fines for throwing garbage out of private areas. signed Russian President Vladimir Putin in July 2022.
According to the document, a fine of 10-15 thousand rubles is imposed on Russians who throw garbage “outside the garbage dumps” from cars, motorcycles or trailers. Officials face a fine of 20-30 thousand rubles, and legal entities – 30-50 thousand rubles. The truth of such a crime can be recorded with the help of photo and video cameras.
In case of repeated violation during the year, the fines will be: 20-30 thousand rubles. 40-60 thousand rubles for individuals. for the authorities, but with the possible confiscation of the car, which was already a “tool” for committing a crime. And for legal entities – from 60 thousand to 100 thousand rubles. and also with the confiscation of the car.
