The technical regulation “On the safety of wheeled vehicles”, which contains the requirements for cars produced in the countries of the Eurasian Economic Union (EAEU), has been amended. Now, in the coming year, each EAEU country has the right to set its own requirements for cars (this applies to Russia, Kyrgyzstan, Armenia, Belarus and Kazakhstan). These rules will come into effect on April 25 and will remain in effect until February 2023.
“Until February 1, 2023, it is allowed to establish and apply mandatory requirements for certain wheeled vehicles produced on the territory of the EAEU Member States, as well as to ensure compliance with the regulatory legal acts of the Member States or in accordance with the legislation of the Member States,” — Izvestia quotes the decision of the Council of the Eurasian Economic Commission.
The fact that this is a simplified car should be stated in the title and registration certificate. Also, information about them will be included in the register of cars assembled according to national requirements, to which access will be granted to customs, border services and, possibly, traffic police. It will be prohibited to export such cars to other countries, even temporarily, unless there is an appropriate agreement between the states.
“The control of the implementation of this decision is carried out by the competent authorities of the Member States in accordance with the legislation of the Member States,” says the text of the document.
Thanks to the permission to produce simplified cars, manufacturers will not be able to stop the conveyor belts of their factories due to a shortage of components. But at the same time, produced cars may not have such a high level of safety and environmental friendliness.
Figuratively speaking, the decision of the Council of the Eurasian Economic Commission allows the participating countries to produce cars according to the principle of ‘who is in what, who has enough power and resources for what’, explains Sergey Burgazliev, an independent automotive industry consultant.
Cars can get engines with Euro-2 exhaust levels, lose systems abs and ESPairbags and so on – at the discretion of the governments of the countries where they are produced.
