The Federal Antimonopoly Service has made changes to the draft methodology for the calculation of vehicle roadworthiness tests. A transition period lasts two years, during which maintenance costs are indexed to the inflation rate. As for the documents collected by operators for calculating the prices for motorists, they are not taken into account if they are handed over by less than half of the working operators. More time was given to collect such documents, on the basis of which the authorities can adjust the maximum rates for different vehicles.
Now the documents do not have to be submitted before 1 May but before 1 July. The authorities of the regions have the right to wait until August 1 to send the missing documents – no longer.
Problems with documents arise because the requested reporting is not available to all entrepreneurs and is quite complicated. Now “an explanation with an explanation of the calculation of maintenance costs” has been added.
In the meantime (in 2023 and 2024), the collected statements from operators will not be taken into account when indexing rates. Local authorities can only increase them with the inflation rate.
TO operators themselves consider such indexation insufficient to make the company profitable.
“The calculation of the maximum compensation based on inflation will not lead to a significant increase in tariffs, thus not preserving the economic viability of the operators’ activities,” the Surgut Chamber of Commerce and Industry told Kommersant.
The head of the Techexpert Union, Sergei Zaitsev, considers the idea of the 2012 maintenance law, which is still in force, “nonsense” – it is necessary to limit not the upper limits of tariffs, but the lower ones:
“It is necessary not to limit the upper, but the lower limit of the rates, so that there is no question of depositing and the sale of ‘free’ MOT together with maintenance in a car service. It is necessary to change the law on technical inspection and remove this standard.”
