If cars objectively create obstacles to the movement of other vehicles, the actions of their owners constitute an administrative offense under Part 4 (in Moscow and St. Petersburg – Part 6) of Article 12.19 of the Code of Administrative Offenses of the Russian Federation . In this case, in accordance with Part 1 of Article 27.13 of the Code of Administrative Offenses of the Russian Federation, the vehicle is detained by moving it to a specialized parking lot and storing it there until the reason for detention is removed.
To take the necessary actions, you must contact the appropriate territorial department of the State Traffic Inspectorate.
If the stopping and parking rules are not violated, but the car is dismantled, it can be recognized as abandoned and then removed to a designated storage location.
In your region, this procedure is regulated by the Decree of the Government of Moscow dated September 23, 2014 No. 569-PP “On the procedure for identification, relocation, temporary storage and disposal of abandoned, including decommissioned, vehicles in the city of Moscow”.
These works are carried out by the municipal authorities, in your case the prefecture of the corresponding administrative district of Moscow.
