In Russia, a chatbot with the artificial intelligence ChatGPT is more likely to be regulated by legislation than banned entirely on the territory of the country. This was told socialbites.ca by lawyer Andrey Andreev, chairman of the Moscow Bar Association “Andreev, Bodrov, Guzenko and Partners”.
“ChatGPT is unlikely to be banned completely. Laws and regulations may be enacted in the country to regulate the use of this technology. Monitor the content, control the dissemination of illegal information and the use of technology in certain fields of activity – for example, education. The scandal with the RSUH student who wrote his thesis with the help of artificial intelligence. Let’s remember,” he said.
Andreev makes it harder to ban, saying ChatGPT is a technology, not a specific site or app.
“There is an official OpenAI website, but the developer has already blocked Russian users, and using a chatbot without tricks like buying a foreign number and changing the IP address using a VPN will not work,” the lawyer said.
He also noted that in addition to the site, there are a large number of ChatGPT clones on social networks in the form of bots, from which it is impossible to get rid of. “One, ten blocks will be created instead,” Andreev said.
In March, an adurov leaks from the inside knowledgeablethat an official bot with a built-in ChatGPT neural network will appear in the Telegram messenger. At the same time, only users of paid Telegram Premium subscriptions will be able to launch a chatbot in the messenger.
