Lempel was born in 1936 in Lvov, later he emigrated to Israel, where he studied at the Technion, the Israel Institute of Technology. There he developed algorithms for data compression together with Jacob Ziv. Subsequently, these developments formed the basis of the MP3, ZIP, PDF, TIFF, PNG and GIF formats. The completed algorithm appears in 1978.

Note that modern data compression technologies used in memory modules of electronic devices are also based on these developments.
