He noted that compliance with the established requirements to disclose information about income, expenditures, property holdings, and property liabilities for the year 2022 was completed within the designated timeframe by every senator. According to him, the decree issued by the President of the Russian Federation, No. 968 dated December 29, 2022, specifies that there is no plan to publish these data openly in 2023. This aligns with recent government policy on public disclosure of income information during heightened security or operational conditions, limiting the accessibility of such declarations at the federal level.

Earlier reports indicated that the Federation Council decided not to publish information about the senators’ statements in full. The information surfaced in the press via sources in the Presidential Administration and the State Duma, with references to the legal framework that permits withholding income details during special operations, effectively preventing the release of declarations even in generalized forms.

On February 6, the President of the Russian Federation signed legislation that moves deputies’ statements toward anonymized publication, removing direct personal identifiers from the released data. This shift highlights a broader move toward protecting individual privacy while maintaining transparency to the extent permitted by law.
