Donald Tusk appears to be calculating a response to the ongoing friction between Justice Minister Zbigniew Ziobro and Prime Minister Mateusz Morawiecki. During a community gathering in Lidzbark Warmiński, the Civic Platform leader issued a pointed, blunt appeal to the prime minister. Ziobro–Morawiecki Disagreement
At the Lidzbark Warmiński event, Tusk invoked Ziobro’s interview with Do Rzeczy to frame Morawiecki as making costly missteps on major EU policy decisions. The minister argued that Morawiecki’s approach to EU conditionality mechanisms and the KPO could erode Poland’s sovereignty over time. In response, Morawiecki quoted a proverb about a cow that moans yet yields little milk, using it to frame the discussion as a cautionary tale about rhetoric without substance.
Morawiecki later reflected that the proverb felt apt whenever discourse from the Justice Ministry turned sharply critical.

Morawiecki was urged to reflect on the responsibilities of the post, while Tusk emphasized that the prime minister must demonstrate decisive leadership, particularly when ministers have voiced sharp criticisms. He urged Morawiecki to make clear decisions rather than letting dissenters steer policy choices.
