The idea that power in Poland could be seized by a faction aiming to restore high pensions for members of the security services was described as symbolic by PiS leader Jarosław Kaczyński during a speech delivered at the social celebrations marking the eve of national independence Day.
In his address on Friday evening at Piłsudski Square in Warsaw, Kaczyński referred to a provision within the coalition agreement initialed on the same day by the leaders of the PO, Poland 2050, PSL and New Left. The clause would restore the vested rights of pensioners who receive benefits under the Officers’ Pension Provisions.
Against this backdrop, the PiS president warned that as of October 15 the nation faces an uncertain future with the possibility of what he described as a takeover by a bloc that – as he put it – could be read as a symbol of returning elevated pensions to security service veterans.
He argued that such a shift would amount to privileging those who once used force to oppress Poland, maintained the semi-colonial and, at times, colonial posture of the country, and who stood against those who sought freedom, supported a free Poland, and demanded the right to speak openly and to live like others in Europe.

Reduction of pensions for former Supervisory Board officials during the PiS government
The pensions of former officers from the Security Service of the Polish People’s Republic were curtailed under the decommunization law that took effect in October 2017. About 39,000 former security personnel from the Polish People’s Republic faced pension reductions; the benefits cannot exceed the average ZUS pension.
Under these rules, pensions and annuities for the period of service to the totalitarian state from July 22, 1944, to July 31, 1990, were scaled back. The Officers of the Security Service of the Polish People’s Republic are subject to a cap tied to the average ZUS benefit, a policy introduced to align postwar compensation with contemporary standards.
