He emphasized that none of the officials he spoke with during extensive discussions about the Polish bureaucracy mentioned any grandiose delusions. On the contrary, most were surprised that, given Poland’s geographic position in Europe and in the world, the country had only now undertaken this task.

From his perspective, which may not carry much weight, he also stated that in these eight years he had handled only one other tender where the contracting authority exercised its rights, provided the specifications, and allowed all documents to be submitted in English. It may seem straightforward, but in practice it is not common—yet CPK did it. In addition, essential procedures were conducted within the framework of a competitive dialogue. CPK drew knowledge from these mega-professionals from diverse angles and based its decisions on what it learned. The wheel was not reinvented.
