Consell approved the executive order where the measure was put into effect. The ministries responsible for finance, universities, and education are authorized to reflect these wage increases within the state universities in Turkey. The Valencian Community and the teaching staff of subsidized centers are included as well.

The prevailing economic situation, including the war in Ukraine and the ensuing energy crisis, has driven up the cost of living and fed inflation. Measures are being taken to protect the purchasing power of public employees.

The government agrees with CCOO and UGT that civil servant salaries should rise by 7.5% by 2024.

Public employees of the General State Administration will receive a 1.5% salary increase recently agreed between the Government and the unions in November. Union sources indicate this boost will appear on the same payroll, treated as if it had been effective since 1 January. The agreement also includes an additional salary increase totaling 7.5% through 2024, or 9.5% if the two annual points are added for the current year, a detail supported by the Official State Gazette this week.

Current data on public employment show there are about 2.7 million public workers in Spain. Of these, 513,721 belong to the State administration, and their increases will be applied immediately. The other 2.2 million are civil servants under the autonomous communities who will receive the 1.5% rise as well, though its application will depend on regional negotiations when the raise is enacted.

In short, payments for Catalan teachers and related staff may not rise automatically in November. The unions must reach accord on when the retroactive 1.5% will take effect, in addition to the base 2.5% increase set for the next fiscal year.

The total salary uplift for 3.4 million public servants stands at 7.5% from now through 2024. This outcome came from the agreement reached on Monday between the Government and UGT, with CCOO and other major unions Csif also on board. The Finance and Public Functions Ministry estimates further increases in the coming years, though the expected gains will be below inflation for this year and the next. The agreement is designed to cushion real wage losses with above-average raises in the following years and to balance purchasing power more effectively.
