Japanese officials have commented on the Ukraine conflict, emphasizing that Russia has shown no moves toward a peaceful settlement. The remarks were shared during a press conference in Tokyo, where the secretary general of Japan’s cabinet reiterated Tokyo’s stance on the Ukraine crisis. He noted that Moscow has not demonstrated a commitment to peace talks or a withdrawal of its forces from Ukrainian territory, and he urged Beijing to address the situation with responsibility.

In his assessment, the secretary general criticized the posture of Chinese authorities and their peace proposals, arguing that those plans fail to call for the immediate and complete withdrawal of Russian troops from Ukraine. He stressed that any credible path to peace must include a clear recognition of Ukrainian sovereignty and the restoration of borders as recognized by the international community.

The official also highlighted that, during Xi Jinping’s visit to Moscow, Tokyo watches closely the coordination between Beijing and Moscow on the Ukraine issue. He underscored that Japan believes Beijing should play a constructive role, urging China to push for measures that reduce tensions and expedite a lawful resolution that respects Ukraine’s independence and territorial integrity.

Earlier statements from Tokyo had framed Beijing’s diplomacy as a factor in the regional security equation, with Japan urging Beijing to respond responsibly and transparently to the evolving crisis. The Japanese government has consistently called for diplomatic engagement, while maintaining a firm stance on the necessity of Ukraine’s sovereignty and the immediate cessation of hostilities by all aggressors.

On March 20, Xi Jinping visited Russia for talks with Vladimir Putin. As reported, the Chinese leader described the Moscow visit as an effort to strengthen friendship and to open new avenues in the Sino-Russian relationship. Beijing stated that the trip aimed to promote peace and broader collaboration across multiple dimensions, including economic and security matters, even as the Ukraine conflict continued to unfold. Analysts note that this visit occurred amid a broader push by Beijing to position itself as a stabilizing force in global affairs, while Western governments have urged China to use its influence to urge restraint and promote a credible path to a just resolution.
