The negotiation of the Valencian Civil Service Act has been one of the major reasons for the divergence in the Consel since the last legislature, primarily because of the linguistic requirement for new civil servants. It continues to beat the pulse between PSPV and Compromís, two of Botànic’s main partners. Apart from determining the level of knowledge required of public employees in A1 and A2, the highest group of the Autonomous Administration, there is one last obstacle to be overcome. But the situation could take a 180-degree turn sooner or later. Minister of Justice, Interior and Public Administration, Gabriela Bravoand Head of Education, Culture and Sports, Rachel TamaritIt is determined to set aside the contradictions, lower the tone and build bridges to try to resolve this issue so that the new political route can begin.
Bravo and Tamarit agreed to hold a meeting in September to bring positions closer and try to reach an agreement without making noise, thereby turning a clean slate after the conflicts that have occurred so far. The gap between PSPV and Compromís was staged in numerous public statements, in which different officials from both sides stressed their differing positions and warned that in most cases they refused to surrender.
Valencians have so far argued that senior officials must prove a level. Common official language equivalent to C1, old mija. For their part, they understand from the socialist ranks: more than one B2 certificate should not be required because this is the level guaranteed in the public education system after finishing high school. For this reason, they believe that it is not possible to demand a competence that the education system itself does not offer. After all, what Bravo suggested was that they take measures to certify a C1 level at the end of the bachelor’s degree. And this is exactly what corresponds to the Ministry taking over the educational competence led by Valencians.
The Public Service Act was approved in the Cortes in March 2021, but the degree of knowledge Valencia would have to document candidates seeking a public position was not determined at the time. Socialists and Valencians, who were unable to reach agreement at the time, gave themselves 12 months to develop an arrangement that would set the required levels for each group of civil servants. It’s been almost a year and a half since then, and the regulation is still stuck. And if there’s no white smoke between PSPV and Compromís, you won’t be able to get ahead. The regulations make it clear that, following a positive report on this subject from the Ministry responsible for language policy, the regulation must include the Valencian knowledge level required in the field of public employment in the Valencian Community. In other words, it is the field of Justice that has to make the specific proposal, but before it can get the green light it definitely needs the approval of the department controlled by the Compromís Minister whose report is binding.
Timing issues
Sources cited by this newspaper said that Bravo and Tamarit had scheduled a meeting in July to address this issue, but had to be postponed due to current issues and is now scheduled for next month, as political activity strengthens. after the summer vacation.
To elaborate the regulation determining the Valencian levels necessary for linguistic normalization in the administration, the Generalitat has launched a working commission made up of political positions and university professors. Members agreed on the authority that all officials except A1 and A2 should have. In this case, the door was left open for B2 or C1 to be required, and that is exactly what the Education and Public Administration Departments must now address. This is an issue that will not affect officials who already hold a position. More in current template 95% have some type of certification Knowledge of Valencian and 70% of them with C1 level equivalent to old mitjà. But it will be mandatory for newly hired public employees.
However, the Botanical Public Function Act expects to introduce some changes. The central government objected to 14 articles in the rule, and an agreement was reached by establishing a bilateral commission between the central and regional administrators. According to the Bravo department, only those changes due to technical issues are waiting to be published in a decree that should collect fixes. This decree must be approved at a general meeting of the Consel or may be included in the Accompanyment Act in the budgets of 2023, where various legislative reforms are usual.
