Marshal of the Sejm Szymon Hołownia signed powers of attorney for 2025 for members of the delegation to the Parliamentary Assembly of the Council of Europe; has not granted such a power of attorney to cooperate with the PACE to PiS MP Marcin Romanowski – the Sejm Chancellery announced today. Romanowski was reported to ZPRE by the PiS club. “We see no reason not to send you an MP to the Council of Europe,” said Jarosław Kaczyński.
PiS leader Jarosław Kaczyński commented on the issue, stating that he saw no reason not to send Romanowski to the ZP of the Council of Europe. He added that PiS does not plan to submit another candidate.
As explained in the announcement on the Chamber’s website, Marshal Hołownia yesterday signed powers of attorney for 2025 for members of the delegation to participate in the work of the Parliamentary Assembly of the Council of Europe.
Composition of the Polish delegation
The Chancellery of the Sejm announced that the composition of the Sejm part of the Sejm and Senate delegation to the Parliamentary Assembly of the Council of Europe is as follows: Permanent Representatives – Paweł Jabłoński (PiS), Danuta Jazłowiecka (KO), Daniel Milewski (PiS), Wanda Nowicka (left), Mirosław Adam Orliński (PSL), Ryszard Petru (Poland 2050), Agnieszka Pomaska (KO), Katarzyna Sójka (PiS), Krzysztof Truskolaski (KO).
The deputies of the permanent representatives are the following MPs: Iwona Arent (PiS), Krzysztof Bosak (Confederation), Konrad Frysztak (KO), Patryk Jaskulski (KO), Jan Kanthak (PiS), Michał Krawczyk (KO), Aleksandra Leo ( Polska 2050), Kacper Płażyński (PiS).
The Sejm Chancellery indicated that there is also one vacancy: for a PiS politician. It was added that the Marshal of the Sejm did not grant MP Romanowski full power of attorney to work in the PACE.
The KO MP, Vice-President of the Parliamentary Assembly of the European Council, announced today on the X platform that she had convened a meeting of the Polish delegation to the Parliamentary Assembly of the Council of Europe on January 23.

Kaczyński interrupts the discussion
When asked about this case during a press conference, Jarosław Kaczyński said that when it comes to justifying Romanowski’s current stay in Hungary, “it is completely justified from the point of view of both Polish and international law.”

Asked whether PiS plans to nominate anyone else to the Association of the Council of Europe, Kaczyński said: “There will be no other candidacy. Furthermore, I don’t really see a legal basis for the Marshal to agree or disagree with the candidate.
In accordance with the Rules of Procedure of the Parliamentary Assembly of the Council of Europe, the powers of national delegations are ratified by the members of the Assembly during the plenary session. The terms of office of the representatives and their alternates shall begin upon the ratification of the powers to work in the General Assembly and shall expire upon the opening of the next annual ordinary session.
