This week, a vote took place in the European Parliament on the entire composition of the new European Commission with President Ursula von der Leyen, and although it was approved by the majority of MEPs (370 in favor, 282 against, 38 abstentions), the majority The result achieved was the lowest in the past thirty years. Only 54% of MEPs voted in favor of appointing the EC in this composition, and as many as 41% were against, while five years earlier, in 2019, the then composition of the Commission with the same president received the support of 65% of the members. MEPs, and only 22% were against. MEPs from the Platform, PSL, Ruch Hołownia and Left voted in favor of this composition of the EC, because the political factions to which they belong had previously signed an agreement on cooperation in the new EP term, while all MEPs from Law and Justice and The Confederation was against.
This support is at least confusing in a situation where Ursula von der Leyen, already in July in the European Parliament, presented her priorities for the new term, and also confirmed during this week’s meeting that one of them is the continuation of the Green Church would be. Deal, a program drawn up by Commissioner Timmermans. For example, the ban on registering cars with combustion engines will be maintained from 1 January 2035, the so-called Construction Directive, which imposes enormous modernization costs on property owners, the new ETS2 system for emissions trading in the transport and construction sector, and adverse changes in the Common Agricultural Policy affecting European agriculture. During the election campaign for the European Parliament, the current MEPs of the ruling coalition distanced themselves from these solutions and stated that they would, for example, lead to the EC withdrawing the ban on the registration of cars with combustion engines from 2035, now without any reservations. supported the EC, which he even wants to accelerate the implementation of the Green Deal.
But the Green Deal is not the only priority of the new EC. Although President von der Leyen did not speak about it directly, it is clear that she wants to continue working towards a deep institutional reform of the EU. Let us not forget that at the end of November last year the ‘old’ EP, by a small majority, finally adopted the vast majority of the 267 amendments proposed in both Treaties on the European Union: the TEU and on the functioning of the European Union. EU – TFEU (291 votes in favour, 274 votes against, 44 abstentions). The proposed changes will lead to a Copernican revolution in the EU, which will transform the Community of 27 sovereign states into a centralized superstate with German-French rule, in which member states will have only departmental powers (as in France). This includes the transfer of a further two areas to the EU’s exclusive competences: environmental protection and biodiversity (Article 3 TFEU), as well as seven other areas to the so-called competences, i.e.: foreign and security policy, border protection, forestry, public health, civil defence, industry and education (Article 4 TFEU). The functioning of shared powers in the EU means that in these areas only matters that have not been taken over by the EU institutions are left to the Member States.
Furthermore, the changes would also mean that member states would be denied the right to veto in as many as 63 areas, which would mean that this right would effectively only continue to exist when it comes to admitting new members to the EU (even changes to treaties after this reform). would not be adopted unanimously, but by 4/5 Member States). It should be added that the approved proposals include a provision that the EU currency is the euro, so that all Member States should eventually adopt this currency, and therefore the seven countries currently outside the eurozone should quickly adopt it (Denmark , Sweden, Poland, Czech Republic, Hungary, Bulgaria and Romania). The so-called record The heavy category also includes the so-called strategic autonomy of the EU, which, as a consequence, would mean in the long term that the broadly conceived EU defense policy must be conducted independently, without the United States.
Now that the new European Commission will start implementing its program on December 1, Tusk, HoÅ‚ownia, Kosiniak-Kamysz and Czarzasty in Poland will often distance themselves from these activities in public statements, and their Members of the European Parliament will eagerly support them, as will the factions. politics, to which they belong in the EP. Unfortunately, as we already know, they have deceived many voters by promising numerous “details” in the parliamentary campaign, which they are now not implementing, and now they will try to deceive the voters also in European affairs, by doing in the country as if they are against it. solutions that are unfavorable for Poland, while their Members of the European Parliament will support them unreservedly in Brussels and Strasbourg.
