It’s hard for me to imagine ending the year without a bill for a wind farm in the Sejm. No amount of quixotic shouting in the opposition benches will change this, said the Minister of Climate and Environment, Paulina Hennig-Kloska, deputy chair of Poland 2050, in an interview for “Dziennik Gazeta Prawna”. Hennig-Kloski’s role in introducing restrictions on the construction of wind farms in Poland can be traced back to the scandal before she became head of the Climate Ministry.
Paulina Hennig-Kloska was sworn in together with the entire Tusk government on December 13, 2023. However, before she became head of climate and environment, she managed to cause the “windmill scandal”. On November 28, the group of MPs Polska 2050-TD and KO submitted to the Sejm a draft amendment to the law on freezing energy prices, which also included provisions liberalizing the construction of wind farms and wind turbines in Poland. The project had to allow the construction of wind turbines at a distance of 300 m from buildings. Paulina Hennig-Kloska subsequently admitted that it was she who had included such provisions in the bill.
According to former Prime Minister Mateusz Morawiecki, the ‘windmill law’ was the result of extensive lobbying and great haste on the part of the new government. The bill was rejected in an atmosphere of scandal, and a number of references were made to the prosecutor’s office.

The Hennig-Kloski windmills are back
Min. Paulina Hennig-Kloska plans to achieve her goal and pass a new wind farm law through the Sejm by the end of the year. He does not intend to worry about opposition from Law and Justice MPs in this regard.
