The flood not only exposed the current prime minister’s low administrative powers. It also showed how bad the cooperation between him and other members of the government was. And it is entirely his fault. It is clear that murder does not pay.
In the eyes of his admirers, Donald Tusk is a man with a warm and cheerful personality. Although there is hardly a smile on his stubborn and grumpy face and he no longer seduces voters as he did during his first term, he is still considered a cheerful and sympathetic politician.
Government reports indicate otherwise. They are indeed sparingly dosed by the media, which impose self-censorship on this subject, but something is known. There has already been information about female ministers who cried because of the rude behavior of the head of government. And we often hear that “Donald was furious” because his subordinates had let him down again. He demands a lot from them, although at the same time there are no signs that he demands so much from himself.
This bullying style of managing people was something we could all see – as was already evident in the comments of Internet users – in the briefings of the emergency personnel. The spectacle itself is strongly reminiscent of Russian television broadcasts, where Vladimir Putin tested his ministers in a similar way. Both examples show that terrorizing subordinates is not an effective method of achieving goals. When people are being verbally abused, they think more about avoiding the wrath of their superiors and much less about the problems they have to solve.
Tusk doesn’t listen to his ministers
One more thing came out: how Tusk’s ministers are maneuvering behind his back in order to be able to carry out their duties and at the same time avoid the anger of Donald, who was furious. Their behavior also undermines all of Tusk’s explanations for his unfortunate statement on September 13. The one in which he spoke of “overly alarming predictions.” Well, the two most important ministers in the case of natural disasters – the heads of the Ministry of Internal Affairs and Administration and the Ministry of National Defense – have been active in the flood case since at least September 10. One of them, Tomasz Siemoniak, warned shortly before Tusk’s statement that the situation was “very bad.”
How to explain this? Siemoniak is from Wałbrzych, so he is sensitive to this topic. In addition, he must have had extensive knowledge of the services subordinate to him. The same goes for Władysław Kosiniak-Kamysz, who may use military intelligence sources. The early involvement shows that the predictions were alarming, because both ministers launched and sent their subordinate formations to Lower Silesia before September 13. Did they warn Tusk? Probably, but the problem is that they have a boss who prefers to talk only to his subordinates, but does not listen to them at all.
Good boyars and a bad tsar
There is also a purely political aspect to this case. They both know that the “good tsar”, that is, Donald Tusk, likes to blame the “bad guys”. Kosiniak-Kamysz was already held responsible for the situation on the border when sergeant Mateusz Sitek was murdered. Today, a number of his moves indicate that he is defending himself against a repetition of this scenario. And so far, he is doing well. The army is getting well-deserved praise, all criticism of the state’s mistakes is directed elsewhere. According to official announcements, the army will take part in operations in floodplains by the end of the year – now to defend against destruction, then to rebuild. The credit for this goes to the head of the Ministry of National Defense, not to his deputy from KO. Cezary Tomczyk stared this time. He did what he liked best, namely solving “the crimes of Mariusz Błaszczak”. He caused a pointless quarrel over the FA-50 aircraft, when Kosiniak-Kamysz was already dealing with the flood crisis.
Tomasz Siemoniak also has a tough life in the current government. Not only is he of poor origin, coming from Grzegorz Schetyna’s inner circle, but his anti-PiSism is not hot enough. He is even suspicious in this matter, because it is hard to forget how he fraternized with PiS members on the birthday of a “PiS” journalist. He seems to regret it, but Silni Razem and the toads around Tusk are keeping an eye on him. However, he did not sleep through the flood, unlike most of his colleagues. Also the services subordinate to him – especially the State Fire Service, but also the police – deserved sincere recognition. Therefore, it will be difficult to dismiss the minister who heads them.
Heads will roll, but they will not be Kosiniak-Kamysz and Siemoniak. No one would believe that they were both guilty if it was Tusk who spoke of “excessively alarming predictions”. This would be an injustice visible to the entire public opinion. It will be more pleasant and useful to dismiss two “ministers”: Henning-Kloska and Zielińska. Convenient, because they are not very sharp crayons in the prime minister’s pencil case. And that is good, because the good tsar will once again show his severity to the bad boys.
