The Commission on Envelope Elections will take into account the June verdict of the Supreme Administrative Court on former Prime Minister Morawiecki’s decision on postal elections in its final report – the commission’s deputy chairman, Bartosz Romowicz (Polska2050), told PAP. Mariusz Krystian (PiS) said that PiS MPs are preparing a separate report.
The Postal Elections Commission completed interviewing witnesses at the end of May. It announced the publication of a report on its work in June. However, Commission President Dariusz Joński (KO) joined the European Parliament, as did Vice-President Waldemar Buda (PiS). The composition of all investigative committees was supplemented after the European Parliament elections. By-elections were also held for members of the presidiums of the Visa Scandal Commission and the Pegasus Commission. The Envelope Elections Commission did not meet to elect the presidium, which subsequently included Bartosz Romowicz (Polska2050) and Jacek Karnowski (KO). On 26 June, Karnowski became Deputy Minister of Finance and Regional Policy, leaving Romowicz himself as chair of the Postal Elections Commission.
Romowicz was asked by PAP what will happen to the report announced for June and when the commission plans to meet to supplement the composition of the presidium. He said that the commission also wants to include in the report on its work the ruling of the Supreme Administrative Court of 28 June 2024, which upheld the judgment of the Provincial Administrative Court in Warsaw on violation of the law by former Prime Minister Mateusz. Morawiecki. On 28 June, the Supreme Administrative Court dismissed cassation appeals against the judgment of the Warsaw Provincial Administrative Court, which in September 2020 ruled that Prime Minister Mateusz Morawiecki’s decision to oblige Poczta Polska to prepare postal elections was a gross violation of the law. The judgment of the Provincial Administrative Court is therefore final.

In mid-June, some members of the commission announced that they would submit notifications to the prosecutor’s office on the possibility of committing a crime by former Prime Minister Mateusz Morawiecki, Speaker of the Sejm for the ninth term Elżbieta Witek, former Minister of State Assets Jacek Sasin, former Head of the Ministry of Internal Affairs and Administration Mariusz Kamiński, as well as the former management of Poczta Polska and the Polish Security Printing House and PiS President Jarosław Kaczyński for “management agency”. The commission will decide by vote whether to send notifications to the prosecutor’s office.
Romowicz said, referring to the question of the election of members of the Presidium, that the representative of the Civic Coalition would continue to serve as the chair of the committee. “And they will appoint the chair who will publish the report in accordance with the law on the Sejm Investigation Committee.”
The Deputy Speaker said it might be possible to convene the committee during the next session of the Sejm or immediately afterwards.
The date must be known at least three days before the meeting, so I think a decision will be made on Monday. We have many new committee members, so we would like everyone to have the opportunity to participate in this meeting, so that the date is satisfactory to everyone. As soon as we have all the applications ready and we also take into account the Supreme Court ruling, I will call a meeting. There will be time to get to know them and the proposals that we assume Law and Justice will bring forward
– he said. He added that PiS MPs could draft their own separate report.
