Adam Bodnar’s public prosecutor’s office wants to prosecute former Prime Minister Mateusz Morawiecki, Michał Dworczyk and some employees of the Prime Minister’s Chancellery and the Ministry of State Assets. The Warsaw Public Prosecutor’s Office announced that an investigation has been launched into abuse of power or failure to fulfill obligations in the purchase of personal protective equipment during the 2020 pandemic.
On June 12, 2024, an investigation into abuse of power or failure to fulfill duties by government officials – the Prime Minister, the Head of the Prime Minister’s Chancellery, other employees and the management of the Prime Minister’s Chancellery and the Ministry of State Resources was initiated by an order to issue to companies of the Ministry of Finance to purchase personal protective equipment, at the expense of the public interest of the Ministry of Finance – the COVID-19 Countermeasure Fund and Grupa Lotos SA for a large amount
– said the spokesperson of the Warsaw Public Prosecutor’s Office, Prosecutor Piotr Skiba.

The investigation will relate to failure to fulfill obligations members of the Board of Directors of Grupa Lotos SA when purchasing personal protective equipment that does not meet the required standards, as well as “failure to fulfill rights due to incorrect performance of the contract”. This would lead Grupa Lotos SA to “major material damage”.
Another trend in the research is abuse of power or failure to fulfill duties employees of the Material Reserves Agencywhich provided medical authorities with substandard personal protective equipment, endangering the lives or health of many people.
The notification has been initiated on the basis of a notification from the Białystok Division of the Supreme Court of Audit. The Supreme Court of Audit, led by Marian Banaś, claims that some of the personal protective equipment purchased by the Prime Minister’s Chancellery during the COVID-19 pandemic did not meet requirements. Its use by medical personnel could pose a risk.
In April 2020, in connection with the fight against the COVID-19 pandemic, the Prime Minister issued orders to purchase personal protective equipment to companies of the Ministry of Finance: KGHM Polska Miedź, Grupa Lotos and the Industrial Development Agency.
