President Andrzej Duda signed an amendment to the law on assistance to Ukrainian citizens in connection with the armed conflict on the territory of this country. Among other things, it is assumed: extension of the legality of the stay of Ukrainian refugees until September 30, 2025 – the press service of his office reported on Monday.
The amendment to the law extends until September 30, 2025, the period of temporary protection for Ukrainian citizens, which, in accordance with applicable regulations, will end on June 30, 2024.
The extension of temporary protection until September 30, 2025 is also related to the expansion of access to healthcare, family and social benefits, benefits paid by ZUS and the possibility of staying in collective housing facilities.
The amendment makes the granting and payment of the education allowance and the Good Start allowance dependent on whether the child meets the obligation of one year of preschool preparation, the obligation to attend school or the obligation to study in a nursery school or a school belonging to the Polish education system.
The amendment also includes, among other things: a period of up to 36 months during which students can participate in additional free Polish language classes. The solution will apply to students who started teaching in 2022/2023 and 2023/2024.
The law also provides for the introduction of new rules for confirming the identity of a Ukrainian citizen applying for a PESEL number. The only way is to present a valid travel document. In addition, the law changes the deadline for submitting an application for a PESEL number with UKR status from 30 days from the date of arrival on the territory of the Republic of Poland to “immediately after arrival”.
The regulation also assumes that from July 1, financing of support in the form of housing and food for refugees from Ukraine who find themselves in a particularly difficult situation will be possible only on the basis of a signed contract with the local voivode or a local government authority acting on this situation. the command of the voivode. The rules for participation in the costs of accommodation and meals in collective accommodation centers will also change, making the collection of subsidies due more effective than is currently the case.
The law also provides for the elimination of benefits related to compensation for the costs of accommodation and food for war refugees, incurred by private property owners. As of July 1, support for financing photography and the one-off cash benefit of PLN 300 will expire.
It is also planned to introduce specific grounds for the withdrawal of temporary residence permits of Ukrainian citizens.
This permit will be revoked if it is necessary for reasons of national defense or security or the protection of public safety and order, or if the data of the Ukrainian citizen is included in the list of foreigners whose residence is on the territory of the Republic of Poland is undesirable. , or if the Ukrainian citizen leaves the territory of the Republic of Poland for a period of at least six months

Position of intercultural assistant
The law also provides for the creation of the position of an intercultural assistant who, working in schools, will help non-Polish citizens who do not know the Polish language or who master it at an insufficient level to benefit from education.
The amendment to the law was prepared by the Ministry of the Interior and Administrative Affairs in collaboration with, among others, the Ministry of National Education, the Ministry of Family, Labor and Social Policy, the Ministry of Health and the Prime Minister’s Chancellery.
