When the law is signed by the president, the government will have the right to reactivate mobilization capacities and facilities, as well as to cancel the tangible assets of the state reserve.
On calls to action against the security of the Russian Federation
The amendments criminalize calls to action for Russia’s security. The penalty for such an offense will be a fine of up to half a million rubles, a prison sentence of two to four years, and up to five years if appeals are distributed via the Internet or the media.
The bill says treason will be considered a transition to the enemy’s side in the context of an armed conflict. Violators face 12 to 20 years in prison and fines of up to 500 thousand rubles.
In addition, citizens of the Russian Federation who are considered state secrets and who also leave the country despite their deportation face up to four years in prison. The norm will also apply to employees who have already left the service, as restrictions on access to state secrets are valid for another five years after dismissal.
The law also introduces criminal liability for the participation of Russians outside the Russian Federation in the activities and organization of an undesirable foreign or international non-governmental organization in Russia. Prior to the adoption of the law, penalties are imposed only for participation in such NGOs on the territory of Russia.
About Russian biometrics
Russians’ biometric data was allowed to be transferred to the Unified Biometric System without their consent. In this case, the transfer of biometrics will take place with the mandatory notification of the owner.
The law will enter into force on 1 March next year.

The explanatory note to the bill states that in connection with the unfriendly actions of foreign states and international organizations, information on the size of gold reserves and foreign currency reserves should be classified.
The initiative adopted by lawmakers also provides for the regulation of institutional relations and the introduction of a series of measures to regulate the financial market.
About closing the “counter-sanction information”
In the third reading, they also adopted a rule on limiting the dissemination of counter-sanctions information in the media and on the Internet – this is any information regarding completed and planned transactions in foreign trade, if the dissemination of such data could lead to imposition. sanctions against the parties to the transaction, Russians and Russian companies. They can only be distributed with the written consent of the parties to the transaction.
