The amendments criminalize calls to action for Russia’s security. The penalty for such an offense will be a fine of up to half a million rubles, a prison sentence of two to four years, and up to five years if appeals are distributed via the Internet or the media.

The bill says treason will be considered a transition to the enemy’s side in the context of an armed conflict. Violators face 12 to 20 years in prison and fines of up to 500 thousand rubles.

The norm will also apply to employees who have already left the service, as restrictions on access to state secrets are valid for another five years after dismissal.

The law also introduces criminal liability for the participation of Russians outside the Russian Federation in the activities and organization of an undesirable foreign or international non-governmental organization in Russia. Prior to the adoption of the law, penalties are imposed only for participation in such NGOs on the territory of Russia.

Russians’ biometric data was allowed to be transferred to the Unified Biometric System without their consent. In this case, the transfer of biometrics will take place with the mandatory notification of the owner.

The law will enter into force on 1 March next year.

According to the bill, for repeated dangerous driving without a license will face a fine of up to 250 thousand rubles or a prison sentence of up to one year. Violators will also be barred from holding certain positions for two years.

If an absentee driver has caused serious harm to another person, he or she will face up to 5 years of forced labor in certain activities, with a sentence of three years or 3 to 7 years in prison.

A driver who violates traffic rules, whose fault a person died, can be imprisoned for between 5 and 12 years. If there are several victims – up to 15 years.

If a person with a criminal record drives a car again to leave the scene of an accident that caused serious bodily injury or death of the victim, it is punishable by a fine of up to 300 thousand rubles or a prison sentence of up to 2. years and forced labor for 2 years.

On the classification of data on gold and foreign exchange reserves

The explanatory note to the bill states that in connection with the unfriendly actions of foreign states and international organizations, information on the size of gold reserves and foreign currency reserves should be classified.

The initiative adopted by lawmakers also provides for the regulation of institutional relations and the introduction of a series of measures to regulate the financial market.

About closing the “counter-sanction information”

In the third reading, they also adopted a rule on limiting the dissemination of counter-sanctions information in the media and on the Internet – this is any information regarding completed and planned transactions in foreign trade, if the dissemination of such data could lead to imposition. sanctions against the parties to the transaction, Russians and Russian companies. They can only be distributed with the written consent of the parties to the transaction.

The requirements do not apply to the heads of state authorities and their authorized representatives, as well as employees of the Bank of Russia.
