Prime Minister Donald Tusk announced on Tuesday that he would file a motion to have Glapiński brought before the Court of Justice.
The head of the Prime Minister’s Chancellery, asked by journalists in the Sejm on Wednesday when the proposal would be submitted to the Sejm, said it was “a matter of the coming days”.
Asked whether this would happen during the current session of the Sejm, Grabiec replied that “it will be a decision that will probably be made by the head of the KO club and the prime minister.”

When asked what decisions of the NBP president justify bringing him before the State Tribunal, Grabiec noted that details of all allegations are included in the petition, which will be published soon.
There have been many allegations made in recent years by the entire economic community, including lawyers, regarding violations of law by the NBP president. The main accusation is, first of all, that he did not carry out the statutory duties assigned to the NBP, but only provided assistance to the party he came from.

He emphasized that the NBP president must be “apolitical and separate” and that, according to him, “very often President Glapiński’s decisions had a purely party character, for the benefit of the party in power at the time. they had nothing to do with the interests of the Polish economy or with the tasks of the National Bank of Poland.

The resolution on, among other things, bringing the case to court, the Prime Minister and members of the government are adopted by the Sejm with a majority of 3/5 of the legal number of deputies (276).
In early January, the Constitutional Court declared unconstitutional the provisions of the Law on the State Tribunal, stating that the adoption by the Sejm of the proposal to summon the President of the NBP before the State Tribunal constitutes an automatic suspension of him from his official duties means. . The Constitutional Court also ruled that the provision that an absolute majority of votes in the presence of at least half of the legal number of deputies is sufficient to summon the governor of the central bank before the Constitutional Court is unconstitutional. The Constitutional Court also stated that the provisions of the Law on the Constitutional Court are unconstitutional, according to which the President of the NBP is not among the persons to whom the qualified majority applies – 3/5 of the legal number of deputies when voting about a request to bring him to trial. A request in this case was submitted by PiS parliamentarians to the Constitutional Court.
The Tribunal demanded changes in the law while stating that the Sejm is obliged to postpone the start of any proceedings related to the impeachment of the NBP President until the judgment has been implemented by law.
In a position published in early March, the Monetary Policy Council stated that bringing NBP President Adam Glapiński before the State Tribunal and thus suspending him from office is contrary to the independence of the central bank and undermines confidence in the central bank. the stability of the financial system. “In our opinion, this would violate the personal independence of the central bank and, as a result, have negative consequences for Poland and the Polish economy, in particular by undermining confidence in the stability of the financial system and the perception of the economy. The Polish Central Bank as part of the European System of Central Banks and other international financial institutions,” the MPC said in its position statement. The current ruling majority accuses Glapiński, among other things, of involvement in political activities before the last parliamentary elections, as well as misleading information about the central bank’s financial results for 2023.
