Deputy Prime Minister, Head of the Ministry of National Defense and President of PSL Władysław Kosiniak-Kamysz announced on Sunday that the procedure in Parliament to amend the chapter of the Constitution in the area of the Constitutional Tribunal will begin this week.
Speaking to journalists in Krakow, Kosiniak-Kamysz confirmed that projects related to the Constitutional Tribunal will be considered at the next session of the Sejm.
We are already sure of this: these projects related to the resolution on the Constitutional Court; the law on the National Council for the Judiciary has already been submitted; a law on the Constitutional Court and changes to the Constitution are still needed – of course the procedure takes longer here, but this procedure will also be started in parliament this week

On Saturday, the head of the PSL-TD club, Krzysztof Paszyk, announced on Radio Trójka that a “comprehensive package of solutions” regarding changes to the Constitutional Court will be presented in parliament on Monday or Tuesday: a parliamentary resolution pointing out on the deficiencies in the functioning of the Constitutional Court, “horizontal” laws regulating the functioning of the Constitutional Court in the future, and a draft amendment to the Constitution. He expressed hope that the resolution “which opens a number of actions” would be considered in the Sejm on Wednesday. Asked whether this would include an “appeal, a call to the state institutions” not to comply with the Constitutional Court rulings that will be pronounced after their adoption, he replied: “We would like the Sejm to express its position in this resolution, precisely when it comes to “response of public institutions to what comes and will come from the Constitutional Court, and to ensure that they are guided by prudence when it comes to the application of these rulings, or by various safeguards issued – it seems – against political requests.”
Last Thursday, Deputy Justice Minister Krzysztof Śmiszek said on Radio Wrocław that he hoped that next week, at the next session of the Sejm, the ‘three-pack’ regarding the Constitutional Tribunal would be presented – drafts of a resolution, a law and changes to the constitution. As he revealed at the time, the resolution on the Constitutional Court would mention “all irregularities” that allegedly occurred at the Constitutional Court.
Starting with calling cases by their names, such as we have ‘doublers’ in the Constitutional Tribunal, to rulings of the Constitutional Court that are legally defective precisely because of the participation of ‘doublers’ in their issuance, to manipulation of the and that are absolutely contrary to the rules and regulations governing the functioning of the Constitutional Court of Mrs. (Julia) Przyłębska itself. That is why there are many irregularities and more cleaning will be done

These are the following people elected by the Sejm to the 8th term on the Constitutional Tribunal in December 2015: Henryk Cioch, Lech Morawski and Mariusz Muszyński to replace judges whose terms on the Constitutional Tribunal expired in November 2015. Previously, the Sejm of the 7th had already chosen other judges for these positions during this term, and the Constitutional Court ruled that this choice was in accordance with the Constitution. However, the president had previously sworn in Judges Cioch, Morawski and Muszyński.
The next session of the Sejm is scheduled for March 6 and 8. For the time being, the House’s agenda includes: first reading of the government’s draft amendment to the law on the National Council for the Judiciary. Among other things, MPs also listened to information from the President of the Constitutional Tribunal “on important issues arising from the activities and jurisprudence of the Constitutional Tribunal in 2022, together with the report of the Commission on Justice and Human Rights and the Legislative Commission.”

PSL supported Andrzej Kulig
On Sunday, PSL officially supported Andrzej Kulig in the elections for the president of Krakow. The President of the Party, Deputy Prime Minister and Head of the Ministry of National Defense Władysław Kosiniak-Kamysz assessed that this candidate guarantees the continuation of the city’s development and that “he will be good for the residents of Kraków, not for politicians.”
At the election convention of Andrzej Kulig’s KWW “Towards the Future”, Kosiniak-Kamysz recalled his participation in the organization of Jacek Majchrowski’s election campaign in 2002. The current Deputy Prime Minister was a student at the time. As he said, no one then believed that Majchrowski would win against candidates recognized in the country: Jan Rokita, Zbigniew Ziobro, Józef Lassota.
Majchrowski is no longer seeking re-election after more than 21 years.
After several extraordinary terms, we can thank the professor. Much has been achieved (..), but not everything has been successful (…). We need continuity and progress towards the future. It is possible, but for this you need someone who can handle it, has the preparation for it, has the determination to do it, has the will to fight, has a team that goes with him
– said the leader of the People’s Party. And he added:
This is the only candidate who has preparation, experience, energy, the best team and a great will to fight and win for Krakow, towards the future.
According to Kosiniak-Kamysz, “Krakow cannot afford experiments” because of the use of EU funds from the KPO, and because of the threats in the context of the geopolitical situation. According to the Deputy Prime Minister, Kulig knows the city and the problems of its residents.
Kosiniak-Kamysz drew attention to the “wealth of candidates” in these elections for the city’s mayor. According to him, this speaks well about democracy.
As he admitted, he hoped the coalition would field one common candidate on October 15.
At this stage it has failed. But it is possible, because I am deeply convinced that in the second round of elections all coalition partners will support Professor Andrzej Kulig.

Rafał Komarewicz, a Polish MP for the Third Way 2050 and former chairman of the Krakow City Council, hoped to support PSL in the elections for Krakow’s mayor.
Kuliga was nominated for the office of president by the current mayor, Jacek Majchrowski, who announced in November that he would not seek re-election.
At Sunday’s conference, Majchrowski said he and Kulig had managed to change the city over the past 21 and a half years. Majchrowski considered, among other things, his successes: increasing the number of inhabitants by about 60 thousand people. As he said: it proves that people want to live in Krakow. “The success must continue,” Majchrowski emphasized, noting that “no one knows the city better than Professor Kulig.” He also recommended him because – he judged – he is not susceptible to political influence, is not a populist and cares about people.
Kulig said the decision to participate in the election was difficult: he had work commitments and a family. However, during meetings with residents of various neighborhoods, he made promises and wants to keep them.
Krakow is a fast machine, it is a city of successes, even if it deserves changes or corrections, it certainly does not deserve paralysis or decline – that is why I am running for the office of Mayor of Krakow

On Sunday, KWW Kuliga also presented candidates for the city council: 25 women and 26 men of different ages and different professions. The “ones” in individual constituencies are: Jacek Bednarz, Elżbieta Bińczycka, Kazimierz Chrzanowski, Jan Hoffman, Teodozja Maliszewska, Artur Markiewicz.
In addition to running for the office of mayor, Kulig is also running for a councilor seat and opening the list in constituency 7 (Bieńczyce, Nowa Huta).
Andrzej Kulig is currently the first deputy mayor of Krakow for social and municipal policy. He previously served as the city’s vice president for social policy, culture and promotion. He also served, among other things, as director of the Krakow Voivodeship office and director of the University Hospital.
In addition to Kulig, eight candidates have so far declared their intention to run for mayor of Krakow. These are the MPs: Konrad Berkowicz (Confederation), Łukasz Kmita (PiS), Rafał Komarewicz (Poland 2050-TD), Aleksander Miszalski (PO; joint candidate of the Civic Coalition and New Left).
Councilor Łukasz Gibała, who declared himself impartial, was supported by Razem Party MP Daria Gosek-Popiołek. The following people also announced their non-party participation: singer Marcin Bzyk-Bąk, conservative activist Adam Hareńczyk and the rector of the University of Economics Stanisław Mazur.
Władysław Kosiniak-Kamysz’s statements about changes in the Constitutional Tribunal clearly indicate that the December 13 coalition is consistently attacking key institutions. Does this mean that all state organs should be subordinated to political will and, moreover, brought into one decision-making center? And to think that this is signed by representatives of circles that want to be seen as a break with the divisions in two important political forces.
