On Tuesday evening, the Law and Justice club met in the Seym. The conversation – as Terlecki reported on TVP Info – was about, among other things, the National Reconstruction Plan.

Dispute over KPO
The National Reconstruction Plan, i.e. a document describing the manner in which funds from the EU Reconstruction Fund are spent, has recently become the subject of a dispute between politicians from PiS and Solidarity Poland, including Prime Minister Morawiecki, and the Minister of Justice , the head of the SP, Zbigniew Ziobra. The head of government argued Friday during a meeting with the clubs of Gazeta Polska that the KPO and the so-called milestones pose no threat to Polish sovereignty. 99 percent of them, the prime minister said, are “absolutely in Poland’s interest”.
Morawiecki also referred to the dispute with the EU over the judiciary.

On Monday, in the case of KPO, there was an exchange of views on Twitter between Minister Buda and Deputy Head of the Ministry of Environment and Climate, Jacek Ozdoba of the SP. It was about the taxation of cars with an internal combustion engine. On June 11, Ziobro accused PiS politicians that the ultimate content of the “milestones” was not the subject of governmental or political agreements with Solidarna Polska.
On 1 June, after more than a year of negotiations, the European Commission approved the Polish National Reconstruction Plan. This was a step towards the disbursement by the EU of EUR 23.9 billion in grants and EUR 11.5 billion in loans under the Fund for Reconstruction and Resilience after the Covid-19 crisis. The Fund’s 800 billion euros consists of grants and loans.
As a condition for the approval of the KPO, the European Commission has, among other things, liquidated the Disciplinary Chamber of the Supreme Court. The amendment to the law on the Supreme Court, introducing, among other things, this solution was recently passed by the parliament and signed by the president; comes into effect on July 15.
On June 17, the Polish National Reconstruction Plan was approved by the EU Member States. The decision was taken at the meeting of EU finance ministers in Luxembourg. It is not yet known when the money will go to Poland. The KPO expects Poland to implement reforms related to the judiciary before the end of June, and this will open the way for Poland to apply for funding in July. The Commission has a maximum of two months to assess this proposal.
