Former Minister of Culture and National Heritage Prof. Piotr Gliński commented at a press conference in the Sejm on the changes that Minister Bartłomiej Sienkiewicz’s team is implementing at the Ministry of Culture. “These destructive actions, on the other hand, are not offset by a positive plan or project. I have not heard that the management of the Ministry of Culture and National Heritage has presented its intentions for this term. Fifty days have passed and no such projects have been presented,” said Prof. Gliński.
The former Deputy Prime Minister and head of the Ministry of Culture pointed out that the exceptionally rich budget of the Ministry of Culture and National Heritage, prepared by the Law and Justice Government, was significantly reduced by Donald Tusk’s team. According to him, not all planned investments in the field of monument protection or museum development will be possible.
The violation of the law, the constitution and the destruction of institutions vital to democracy, such as the public media, are unprecedented. During these fifty days, the Ministry of Culture and National Heritage carried out various liquidation activities, including in other cultural areas. First of all, it should be noted that the ministry’s budget for 2024 is smaller than we had planned. This had increased by 24% for the projects we presented. – now it is an increase of 18%. there are also some informal decisions, often contrary to internal regulations, for example promises received by individual institutions regarding the budgets of individual cultural institutions. For example, by 50 percent. the budget of the Institute for the Heritage of National Thought was reduced, or the budget of the Adam Mickiewicz Institute was reduced by PLN 40 million – it is the main institute that promotes Polish culture abroad
– said Prof. Gliński.
Fill positions
The PiS MP also ruled that starting the process of universal merger of cultural institutions is just a pretext to fill leadership positions with Bartłomiej Sienkiewicz’s nominees.
There are also liquidations in many other areas; Minister Sienkiewicz, for example, has adopted fictitious mergers of institutions as his method of working. I would like to remind you that during the eight years of our government, we have twice merged two institutions, with full substantive justification, as a result of the convergence of their substantive activities and the obviousness of such decisions. Sienkiewicz has already implemented the process of merging the National Heritage Institute and the National Institute for the Conservation of Monuments, despite their names – these are institutions that deal with different issues – including: the latter institution prepared for the creation of the National Agency for the Revitalization of Monuments. It was to be an agency that would solve historic issues that had not been systematically solved for years, such as urban revitalization, care for large, historic buildings that had never been funded, and support for ownership entities that could do so. not dealing with monuments in Poland. The agency had to solve this, the law was prepared – it is in the ministry – but as far as I know there is an omission
– he emphasized.
But this fictional merger of institutions is of course intended to replace management, so that you can put your own people there. In contrast, these destructive actions are not offset by a positive plan or project. I have not heard that the management of the Ministry of Culture and National Heritage has presented its intentions for this term. Fifty days pass and no such projects are presented. What is also very disturbing is the halting of plans and projects for the construction of new cultural and memory institutions. I will only mention the small Paderewski museum that we wanted to build in Otwock, or the important museum commemorating the victims of the Volhynian massacre. , which was planned in Chem and an agreement was signed with the city. Minister Lt. Col. Sienkiewicz is trying to withdraw from this contract under the pretext of lack of funds. I would like to remind you that the contract for 2024 provided for, as far as I remember, 500,000. zloty. In the budget of over eight billion that we left to Mr. Lt. Col. Sienkiewicz, I think such an amount would be available for this investment
– added Prof. Piotr Glinski.
