During the election campaign, all parties that form the current government majority told their supporters that they had loads of bills and other ideas that would reform and develop Poland.
More than forty days after PO, Ruch Hołownia, PSL and Left took power, there are no drawers full of bills or other ideas that the government could present to the public. Without the civil laws (four have already been considered so far) and ideas for further investigative committees, the Sejm could have gone on a long vacation after the budget was adopted, as there are no major government projects ahead. .
However, ideas for blocking or even destroying strategic investment projects prepared and implemented by the previous government are springing up like mushrooms after the rain. Irresponsible decisions are also being made, causing chaos in key areas of our economy. The most striking example of this was the ban on felling trees in ten forest areas, imposed without any consultation by the Minister of Environmental Protection, paralyzing the work of forestry. maintenance of plants, but also of morning glories, wood shortages and factory downtime. After protests, the minister withdrew from this decision and, in a bizarre letter, obliged the directors of regional forest directorates to guarantee timber supply to the market at a level comparable to last year.
However, the blocking of the investment began with the announcement, first by Donald Tusk himself, and later by the Pomeranian Voivode, about changing the location of the first nuclear power plant in Poland, which caused great confusion about the implementation of this investment. Let us remind you that this is the most important investment for our energy sector, which by the early 2040s will be increasingly based on nuclear energy and renewable energy. It turned out that the construction of the first nuclear power plant in the municipality of Choczewo was in jeopardy because the Pomeranian Voivode announced that the search for its new location had begun. Since an environmental decision was issued for the current site after seven years of work (and this was the shortest possible period), taking such a decision means postponing its implementation for such a period and, most likely, the withdrawal from this project of the American investor from this industry, i.e. Westinghouse, which has the most modern technology in this field. In fact, this would mean giving up nuclear energy in Poland and, if the EU continues its restrictive climate policies, making our country permanently dependent on energy imports from abroad (as we need to limit Poland’s coal-fired energy). After several weeks of confusion and apparently behind-the-scenes discussions with the American side, the matter was hushed up and the voivode announced that it would not look for a new site for a nuclear power plant in its region.
Let us also remind you that at the end of September this year, the implementation of a new major strategic investment began, namely the construction of the Central Communications Port on more than 1,000 hectares, acquired as part of voluntary purchases, and this investment should be invested put into use around the turn of the year 2027 and 2028. Preparations are also being made for the construction of approximately 2,000 km of new railway lines, which are part of the CPK and are intended to connect various parts of our country with the new airport itself, but can also be significantly improved together. Preparations for the implementation of CPK and PLN 2,000. km of new railway lines were carried out at a rapid pace, the construction of the airport itself will be completed equally quickly, while the said construction of railway lines should be completed by 2034. Unfortunately, the appointment of MP Maciej Lasek, who has been a strong opponent of this investment for several years, as a proxy for the CPK proves that Tusk’s government will lead to its “repression”.
In turn, the Council of Ministers decided at the end of May last year to build a new waterway for the large-scale expansion of the Container Terminal in Świnoujście. The new approach route should be 65 km long and 500 m wide and routed in such a way that it bypasses German waters, because the state authorities and some environmental organizations have already publicly expressed their objections to this issue. The cost of this investment is estimated at around PLN 10 billion, with around PLN 8 billion allocated to the track itself and around PLN 2 billion to accompanying investments, including the construction of the breakwater.
Thanks to this investment, even the largest container ships with a length of 400 m, a width of more than 60 m and a draft of up to 15 m will be able to reach the container port in Świnoujście, which means that in the coming years this port can be a real competitor to the port of Hamburg. This strategic investment is the next step in the expansion of the Szczecin-Świnoujście port complex. In May 2022, another investment worth almost PLN 2 billion was completed, deepening the waterway from Świnoujście to Szczecin to 12.5 m, allowing ships with a draft of up to 11 m to enter this latter port. This type of investment has a high return, which is best reflected in the construction of the Baltic Hub terminal in the Port of Gdańsk, which currently generates at least PLN 10 billion in budget revenues annually from VAT and excise duties on goods transhipped there. and should also be expanded. Stopping the construction of the new waterway also means stopping the expansion of the container port in Świnoujście, which is becoming increasingly popular among customers who use maritime transport because it offers high-quality services at much lower prices than German ports.
In this situation, the former Minister for CPK Implementation in Prime Minister Morawiecki’s government, Marcin Horała, decided to initiate the creation of a cross-party parliamentary group “CPK-atom-porty” in the Sejm, which would support the aforementioned. mentioned investments. There are the first good signals regarding his appointment; in addition to Law and Justice parliamentarians, two MPs from the left, including the president of this party’s club, MP Paweł Kukiz, and several MPs from other parties have expressed their intention to join. Therefore, there is a chance that the team can be a place for a substantive discussion about the importance of these investments for the development of our country and the need to continue them, also conducted with the participation of representatives of many social movements that have formed. on social media and try to convince public opinion to implement them there.
