I will convince PSL that the civil partnerships bill should be a government project, Equality Minister Katarzyna Kotula told PAP before consultations on the issue began. She emphasized that she would like the project to be submitted to the Sejm in the spring.
In an interview with PAP, Katarzyna Kotula admitted that the issue of civil partnerships is currently at the consultation stage, and that participants will include: equality and human rights organizations.
We will put on the table the left’s bill, which was written together with the organization “Miłość nie wylemy” during Robert Biedroń’s presidential campaign, and we will also return to Nowoczesna’s bill. This will be a good starting point for conversations with organizations
– she said.
A political decision will be made later whether it will be a government or parliamentary project
– she added.
I would like to see it become a government project, so I will try to convince PSL to enter into partnerships.
– she stated when asked about the People’s Party’s doubts about this proposal.
When asked when the project could be submitted, she replied:
I would like to submit it in the spring. If it was a Parliamentary Bill the path would be quicker, and if it were a Government Bill it would be longer, but anyway I would like it to be tabled in the spring and then there a political decision is made. It would be up to the Marshal of the Sejm to determine when it would be processed.

Kotula announced that she has already had discussions with the Ministry of Justice about including hate speech based on gender or sexual orientation in the Criminal Code, and that this project would be the first.
In December, Prime Minister Donald Tusk said the project on civil partnerships would be dealt with “this winter”.
After consultations with the leaders of the parties that are part of the coalition on October 15, we will decide on the governmental or parliamentary nature of this legislative initiative.

The left-wing project on partnerships, submitted during Robert Biedroń’s 2020 presidential campaign, included: that a partnership is a formalized relationship between two people, established by the will of the partners, regardless of their gender, psychosexual or gender identity; it is concluded at the Civil Registry with a possible solemn ceremony, it gives the possibility of a common surname, the right to the partner’s apartment or the right to adopt the partner’s descendant, in the first degree of kinship.
