Planning to build 1,090 houses in the first phase with 54 million Euro support from European funds is a commitment to public-private sector cooperation. An action that is expected to be re-approved with the same conditions next year, that is, 54 million more and the same number of houses will be built.

As explained by Héctor Illueca, this program is part of Plan 2400, “the strategy of the Second Vice Presidency aimed at providing citizens with new doors open to them whatever their income level.” At the same time, he considers that this plan is also “a bridge for the Valencian building sector to actively participate in the implementation of this strategy” for the expansion of the public park.

In this sense, the vice president highlighted the opportunity. European Recovery Plan It assumes that the expansion of the public park has become a reality and brings us closer to the parameters of other European countries. According to the latest figures, the Spanish public fleet covers 1.16% of households, compared to 16.8% in France, 20.9% in Denmark and 30% in the Netherlands.

The head of housing pointed out that “to catch the European average, we need to increase the number of mass housing units by 8%, by approximately 232,000”, adding that “we consider this a huge challenge at the moment with European funds”. has the probability of successfully hypothesizing”.

On the other hand, Illueca also wanted to emphasize that since the establishment of the Second Vice-President and the Ministry of Housing and Bioclimatic Architecture, “we have developed and promoted every mechanism for adding new properties to the public park.” The best known is the trial and recall, in which nearly 1,000 homes have been purchased so far.

Call for help and competition

After the opening, Elena Azcárraga, General Manager for Housing and Urban Transformation, presented the foundations and the Call for Assistance for the construction of social rental housing in energy efficient buildings.

Later, Rafael Montero, managing director of the Entitat Valenciana d’Habitatge i Sòl (EVha) and María Oliver, the organization’s Deputy Managing Director, were responsible for submitting the tender specifications for the public surface right. Land of the Generalitat.

It should be noted that Urban Agenda Minister Raquel Sánchez and Héctor Illueca signed a bilateral agreement on 20 May for the promotion of a total of 1,090 residences on 17 plots belonging to EVha as part of the transfer of surface rights.

These 17 parcels are divided into three lots. The first and second correspond to the province of Alicante. The first offers three plots of land in the L’Alquería sector in Sant Joan d’Alacant, one on Ausiàs March street in El Campello and the other in the Rabasa phase II sector in Alicante. The second plot also offers two more plots at L’Alquería in Sant Joan d’Alacant and Calle La Huerta in San Vicente del Raspeig.

The third lot fully corresponds to the province of Valencia. Specifically, three plots of land are offered in La Torre de València, two in Santa Anna in Gandia and one in L’Horta de Silla street.

EVha will hold a public tender in which the promotion, construction and subsequent management of the houses will be rewarded. The assistance will be proportional to the useful area of ​​each residence, with a maximum subsidy of 700 Euros per square meter and a maximum of 50,000 Euros per dwelling.

The surface right will have a duration of 55 years. Once completed, the property will be managed by Generalitat, which will never lose its ownership.

The maximum implementation period from the building permit will be 36 months, so the houses must be completed by June 30, 2026.

The rental price of these promotions will be limited to a maximum of 7.5 Euros per monthly useful square meter per house, and the properties will be rented for a minimum of 50 years.

With regard to tenants’ circumstances, the residence must be their habitual and permanent address, be registered with the Community’s Register of Housing Claimants and, less restrictively, have an income of not more than 4.5 times the IPREM referred to 12 payments. for large families and people with disabilities.

A committee of experts will evaluate the different award criteria and ensure the robustness and viability of the proposals. Within the scope of the architectural and urban integration proposal, on the one hand, urban, housing, housing, common areas, energy efficiency and environmental control will be evaluated in terms of constructive rationality and maintenance, and socially. On the other hand, the proposed management and maintenance model for the property will also be considered.
