President Andrzej Duda’s decision to veto the 2024 budget law is a shot in the foot and a stumbling block. It mainly affects teachers who are waiting for pay increases, the head of the Ministry of Labor and Social Policy, Agnieszka Dziemianowicz-Bąk, told Polsat News.
President Duda decided to veto the 2024 budget law, which, among other things, spent PLN 3 billion on public media.
Permission for this cannot be granted, given the blatant violation of the Constitution and the principles of a democratic constitutional state
– he justified.
He added that he would submit his own bill to the Sejm after the holidays, including on increases for teachers and other expenses planned in the budget law.
The head of the President’s Office, Marcin Mastalerek, announced that President Andrzej Duda will today introduce a bill with pay increases for teachers, but it will not include PLN 3 billion for the illegally taken over public television.

Dziemianowicz-Bąk’s dissatisfaction
Dziemianowicz-Bąk said in Polsat News, referring to the president’s announcement, that the veto would mainly affect teachers who are waiting for 30 percent. increases.
The president decided to put an end to it
– she added.
We’ll see the president’s bill, but it’s just a hit and miss and a very sad Christmas present
– she assessed.
When asked what she could expect from Wednesday’s cabinet meeting, she replied that there were several options on the table regarding the bill. She emphasized that the government has a specific goal: “to guarantee the fastest possible pay increases for teachers and other groups included in the budget law.”
Dziemianowicz-Bąk noted that the budget law only included the possibility of transferring PLN 3 billion to public media.
An opportunity that the Prime Minister, the Minister of Finance and the Minister of Culture openly talked about, and (which) he did not intend to take advantage of. Did this doubt necessarily require such a radical step?
she asked.
Widow’s pension
When asked whether the ministry’s plans included a widow’s pension, Dziemianowicz-Bąk replied in the affirmative. She also recalled the citizens’ project on this issue, which is awaiting its first reading in the Sejm.
We will not give up under any circumstances, the concerned departments and institutions have already been informed that they have to work on such changes, we are ready and going to work.
she assured.
The head of the Ministry of Labor and Social Policy emphasized that from a budgetary point of view, after parliament decides to introduce a widow’s pension, it could be introduced in a “rolling model”.
Not immediately to the extent that we would like, but in such a way that the benefit increases year after year.
– she explained.
The widow’s pension is one of the elements of the left-wing senior policy. The group, together with the All-Poland Agreement of Trade Unions, proposed that the surviving person could keep his benefit and increase it by 50 percent of the survivor’s pension of the deceased spouse, or receive the survivor’s pension of the deceased spouse and 50 percent of his benefit.
