Politicians of the ruling coalition, led by Prime Minister Donald Tusk, are trying to manipulate the position of President Andrzej Duda, who decided to veto the 2024 budget law, which included PLN 3 billion for the public media. They claim the president has denied teachers raises. What is the truth?

Presidential veto
On Saturday evening, the president decided to veto the 2024 budget law, which included PLN 3 billion for public media.
Permission for this cannot be granted, given the blatant violation of the Constitution and the principles of a democratic constitutional state
– he justified. He added that he would submit his own project to the Sejm after Christmas, including on increases for teachers and other expenses planned in the budget law.
Tusk’s manipulations
Prime Minister Donald Tusk commented on the president’s decision, accusing the president of “taking money from kindergarten and novice teachers.”
The presidential veto takes away funds from kindergarten and novice teachers, but abolishes the “hearth tax”, i.e. it allows unlimited pay increases for the presidents of state-owned enterprises and agencies – Prime Minister Donald Tusk said on the X platform.
Many politicians from the ruling coalition spoke in a similar tone.

What is the truth?
Representatives of Law and Justice responded to the lies of Tusk and politicians of the ruling coalition.
The President directly announced that the issue of wage increases would be secured. He will submit an appropriate bill.
The government has bundled TVP financing into one law with other issues, including wage increases. The problem is that you publicly claimed otherwise. And in your election promises you announced the lack of funding. At the same time, you illegally took over the public media.
Just as you wanted to liberalize regulations for wind farms and include them in the Energy Shield Act. Hoping it will go away somehow. Now you were counting on similar treatment.
Please don’t manipulate. There will be pay increases for teachers and other groups of employees.
As a result of the government’s blatant violation of the Constitution and the plan to transfer PLN 3 billion to TVP, the President of the Republic of Poland announces a veto of the budget bill. At the same time, he announced his immediate project to maintain teacher pay increases. Bravo, Mr. President! There will be pay increases for teachers as soon as members of the ruling coalition leave their homes and go to work.
During the campaign, the Coalition of Chaos itself talked about suspending funding for TVP. After a bandit attempt to take over the public media, they changed their minds and found money in the budget for their propaganda. Now they are trying to attack President @AndrzejDuda and accuse him of blocking teacher pay increases. Are you imposing a story on Dziennik Telewizyjny? All you have to do is read the announcement from the President’s Chancellery – the presidential draft budget will include raises for teachers.
I refer anyone who writes that President @AndrzejDuda “vetoed raises for teachers” to Art. 30 of the Teacher Statute Act. And there:
1) section paragraph 3 – the average remuneration depends on the basic amount determined annually in the Budget Act;
2) increases will be paid no later than 3 months after adoption of the budget, with compensation from 1 January.
This means that the budget law, that is, the law over which the president does not have veto power, is crucial from the point of view of increases.
The budget law introduced other changes:
1) an increase of 2.308% in the coefficient for novice teachers – this is about fulfilling the promise of a minimum increase of PLN 1,500;
2) adjustment of the so-called expenditure limits in the remuneration laws, i.e. the maximum amounts that can be spent for this purpose in 2024.
Both of these things do not stop the increases and provide sufficient time to make appropriate corrections and compensations, even during the course of next year.
Ruling party politicians fired back with the same message. Outright lying. President @AndrzejDuda wrote directly: “I would like to inform you that after Christmas I will immediately submit my own project to the Sejm, including regarding increases for teachers and other expenses planned in the budget law.”
