What threat does the so-called windmill bill that the opposition is trying to push through pose? MP Paweł Sałek commented on the issue on television wPolsce.pl. The former advisor to the head of state drew attention, among other things, to the role of president.
The former advisor to the President of the Republic of Poland argued that the actions of Poland 2050 and the Civic Platform could lead to “serious problems”.
It appears that this bill will continue to be considered by the Sejm in this form; the first reading will take place on Wednesday during the plenary session of the Sejm. As a result, this could mean that eventually, pardon me, a legal monstrosity emerges. Why? This law, which is presented as a bill, affects three very important areas. It concerns the stock exchange obligation, i.e. the functioning of energy companies, the second issue is the RES law. We are talking about windmills here. The last issue concerns protective issues related to the energy price freeze. In addition, there is a change in several laws – on the capacity market, public access to information about the environment, spatial development, etc. The very large area covered by this proposal means that such a law is simply not done in this way. This will cause very serious problems. (…) Personally, I think, this is my opinion, that this puts President Andrzej Duda in a very difficult situation. An attempt will be made to force Mr. President to sign this law in connection with protective measures to prevent energy and heat prices from rising in Poland, while at the same time introducing changes in the field of the stock market and renewable energy, i.e. those relating to, among other things, the distance of wind turbines to human settlements.

The President’s decision
When asked about the President’s possible decision on this matter, he replied:
I am no longer the President’s advisor, I am a Member of Parliament, but the President will certainly and very precisely refer to the bill that will be on his desk and that will go through the entire legislative process. I believe that it is impossible to implement this bill today at parliamentary level in a way that will not cause very serious problems in the future. (…) Moreover, this bill is only being introduced for six months. Why? (…) There are voices that say that this law will only be valid for six months, so that a possible coalition that can govern Poland will peacefully hold local elections and elections for the European Parliament, and later there will be a completely different approach.
Paweł Sałek also spoke about what is most controversial about this act.
For me, the biggest controversy is that additional turbines can be added to the existing wind farm based on the old environmental decision. (…) Environmental protection, nature conservation, protection of landscape parks, reserves, national parks, buffer zones mean in this law that these wind turbines may now be placed in places where they are not allowed to function at all. This is how these great opposition slogans regarding environmental protection compare today to such a brazen investment that damages the environment
