But that is not so surprising, because the law covers issues such as the cabling of wind turbines under construction and citizens can be expropriated for this cabling…” – said Andrzej Rafał Potocki, a columnist of the weekly magazine “Sieci”, in “Salon Dziennikarski “, referring to the Poland 2050 Act and the Citizens’ Coalition, which reportedly related to freezing energy prices, and its provisions also included those related to wind farms. Jacek Karnowski’s guests were also publicists: Anna Sarzyńska, Marek Formela and Piotr Semka.
Windmill scandal
Let us not forget that on November 28, a group of MPs from Poland 2050-TD and KO submitted to the Sejm a draft amendment to the Law on Support to Energy Consumers, extending the energy price freeze until June 30, 2024, in which also provisions liberalizing the construction of wind farms and wind turbines in Poland.
The project is intended to enable the construction of silent wind turbines at a distance of 300 meters from buildings. The authors of the project also proposed to expand the catalog of strategic investments to include wind farms, which means that it will not be necessary to analyze the compliance of their location with the local development plan. The project also includes provisions regarding the possibility of expropriation and the imposition of a tax on Orlen in the amount of PLN 15 billion, which immediately affected the company’s listings on the Warsaw Stock Exchange and resulted in a loss of more than PLN 5.5 billion.

– said Andrzej Rafał Potocki from the weekly magazine “Sieci” in the program. The columnist drew attention to the change in the opposition’s narrative after the fuss surrounding the expropriation provisions.
Influenced by this outrage, Tusk and Kosiniak-Kamysz said that expropriation was not allowed. But it is baffling that one of the first bills, which was practically the debut of the parliamentary coalition, is a windmill stunt. This shows that there is something wrong with these people
– said Potocki.
Emotions surrounding wind farms
Anna Sarzyńska from the TVP parliament, who dealt with the issue of wind farms, pointed out that “wind farms evoke many extreme emotions.”
It’s a complicated matter. I was working on a report about the construction of a windmill. After it was built, it was found to block the owners of nearby plots from building houses. These people were against it because they couldn’t have their own country

The Polish landscape does not accept them easily, they are very ugly, but there is some demand for clean energy. You can use windmills wisely, I give Madeira as an example, but these windmills are not visible there, they are in the mountains, far away from beautiful routes. Our tendency is to build a windmill in every village, without a plan or structure
– she added.
Politically, this issue has several aspects. PiS worked well because it highlighted this issue, publicized it and probably blocked it, perhaps eliminating Hennig-Kloska as climate minister in Tusk’s government. But there is also a negative aspect: the issue of renewable energy is being red-lighted, and the idea of that is not a bad one. But you can’t settle the matter under the table and break the law

Premeditated actions
Marek Formela, editor-in-chief of “Gazeta Gdańska”, assessed that the problem is multi-dimensional.
I will draw attention to the political fraud associated with this bill. Of the 33 pages about this law, which would actually be about freezing energy prices, 21 pages are devoted to wind energy. We are dealing with an attempt to hide the essence of this change in wind energy under a valid and socially desirable bill on freezing energy prices. This is a political move intended to conceal the true intentions of the applicants. This law was not signed by Donald Tusk, but by his Minister of Finance, Mr Domański. Also Budka, Kobosko, Gramatyka – this project is not orphaned. It was deliberately signed by important politicians. The area of changes included in the wind farm amendment is much larger than the issue of freezing energy prices

The columnist also drew attention to the hit on Orlen’s quotes.
It is no secret that Siemens recently lost a tender with Orlen for the supply of wind energy turbines in the Baltic Sea. The tender was won by the company that agreed to build a factory in Świnoujście. There is a huge amount of money behind this dispute. Imposing a retroactive surcharge of PLN 15 billion on Orlen is absurd. When Orlen secured Polish gas prices, they rose sevenfold and the surplus made such actions possible. There is nothing like that anymore today. Of the PLN 50 billion planned for investments, Jarząbek’s 15th company Tusk wants to take the company in which 50 percent is held. the owner is the Ministry of Finance. I would like to draw attention to the signature of Domański, who clearly has a different opinion on the issue of state finance assets than the United Right
