“At the Council of Europe we are working on creating a mechanism for mandatory mediation for the CoE countries regarding compensation after war conflicts and reconciliation,” said Arkadiusz Mularczyk, Deputy Minister of Foreign Affairs of the Republic of Poland, who took part in the deliberations of the CoE. told PAP today..
The Council of Europe’s Committee on Legal Affairs and Human Rights is working on Lord Keen’s report on reparation and reconciliation processes; I am pleased with the progress in this area
– said Mularczyk.
There is a chance to force the Germans to talk about reparations
The aim of these actions is to establish a mandatory mechanism that obliges Member States to enter into negotiations with the participation of experts from the Council of Europe on past and present conflicts, under penalty of the imposition of sanctions if they don’t. We hope that this mechanism, which I believe is very innovative, will help us force Germany to come to the table for talks on reparations owed to Poland from Germany, and that it will help resolve many other contemporary conflicts.
– emphasized the deputy head of the Ministry of Foreign Affairs.
Resolution initiated by Poland
Mularczyk said the Polish-initiated resolution will be voted on at the European Council of Europe in January next year. After its adoption, countries will be forced to mediate with the aggrieved countries under the threat of financial sanctions.
The draft resolution was supported almost unanimously in the European Council’s Legal Committee. I have held many meetings on this issue with the main representatives of the European Council: the Secretary General, the President of the Assembly, the heads of all political factions
– noted Deputy Minister Mularczyk.
We are at the end of the legislative road
– he assured, while at the same time pointing out the need to create mechanisms to hold Russia accountable for war crimes and to establish a register of the damage caused by the war in Ukraine.
The Council of Europe is taking an active initiative to resolve the problems of current and historical claims
– summarized Mularczyk.
