The President: I will not delay the formation of the government
President Andrzej Duda, who is participating in the COP28 climate conference in Dubai, was asked at the press conference about appointing a government in the so-called second constitutional step (which will take place if Mateusz Morawiecki’s government does not receive a vote of confidence).
I will not put it off and I will not put it off
– noted President Duda. He emphasized that there are constitutional deadlines.
As he recalled, he handed over the portfolio to Prime Minister Mateusz Morawiecki to form a new government immediately after his resignation. He added that he could have done it a few days later.
I didn’t drag it out. As I have promised, I will do it quietly, in accordance with our parliamentary, electoral and political customs, in accordance with the provisions of our Constitution, and in accordance with certain arrangements that we implement as part of our obligations and international policies.
– said Andrzej Duda.
Everything – I assure you – will be in accordance with constitutional provisions and deadlines
– emphasized the president.

Sketchy report from the committee investigating Russian influence
The president was also asked about the partial report of the committee investigating Russian influence.
Let us not forget that on Wednesday evening the Sejm dismissed eight members of the State Commission for investigating Russian influence on Poland’s internal security in the years 2007-2022: Sławomir Cenckiewicz, Andrzej Zybertowicz, Przemysław Żurawski vel Grajewski, Łukasz Ciegotura, Marek Szymaniak , Arkadiusz Puławski , Andrzej Kowalski and Michał Wojnowski.
On the same day, before the resignation of the committee members, she presented an interim report covering three months of her work. The Commission, among others, recommended that Donald Tusk, Jacek Cichocki, Bogdan Klich, Tomasz Siemoniak and Bartłomiej Sienkiewicz should not be entrusted with public positions responsible for state security.
The Commission has made its position known. Various types of evidence have been presented for some time showing the activities of Mr Donald Tusk, also as Prime Minister. Citizens have the right to judge
– replied the president. Duda pointed out that “these various documents have been presented before.”
The committee was set up to take a stand and it did. Citizens decide. We have democratic principles and they are being implemented
– the president pointed out. According to him, this is evident from the last elections, which had the highest turnout to date.
The winner of the election has been chosen and parliamentary and constitutional procedures are currently underway to form a new government
– he said.
We will see if Prime Minister Mateusz Morawiecki will manage to gain a parliamentary majority to support his cabinet; if not, there will be a so-called In the second constitutional step, a candidate for prime minister will be presented by parliamentarians. Everything in accordance with constitutional rules
– he emphasized.
Resignation of members of the Committee on Russian Influence
Asked how he responded to the Sejm’s dismissal of the members of the Committee on Russian Influence, the president replied that “the Sejm has the right to decide.”
This is the autonomous will of the Sejm. MPs are representatives of society. They have just been elected, the voters have just chosen them
– added.
Politicians often say that the election campaign starts the day after the election results are announced. They are already working on the next campaign. Voters are judging them again and will judge them in the future, they will decide whether to vote for them or not
– said the president.
May 31 this year the law establishing a commission to investigate Russian influence on the internal security of the Republic of Poland in the years 2007-2022 came into force – drawn up at the initiative of PiS – and was approved by the President a few signed days earlier, at the same time announcing that the case would be brought before the Constitutional Court. On June 2, Andrzej Duda submitted a draft amendment to this law to the Sejm. It was passed on June 16 and on June 28, parliamentarians rejected the Senate’s objection to this amendment. The president signed the amendment on July 31. It came into effect in August.
