The Senate approved the appointment of Monika Horny-Cieślak as ombudsman for children’s rights. Horna-Cieślak’s five-year term will begin when she takes the oath of office in the Sejm.
The day before yesterday, Horna-Cieślak was elected Children’s Ombudsman by the Sejm. Before she could come to power, the Senate also had to agree. Today, 66 senators voted in favor of such authorization, 15 were against and 13 abstained.
““The voice of the young”
Earlier, during her speech, Monika Horna-Cieślak said that she would like the Office of the Ombudsman for Children to be a true representative of the voice of young people, a place that clearly says that “every child is important, every child is a value, every child is beautiful, every child has potential,” Horna-Cieślak emphasizes.
She emphasized that she would like the RPD office to “not demean, segregate, or say some kids are better, some kids are worse,” because – as she said – “every child has the greatest value.”
The vote was preceded by a debate in which the approval of Horna-Cieślak’s appointment as Children’s Ombudsman was discussed.

The House approved the appointment of Monika Horny Cieślak to the position of RPD. 94 senators participated in the vote; 66 senators voted ‘in favor’, 15 were against and 13 abstained.
Horna-Cieślak was the only candidate for the office of RPD. It was submitted by KO, Links, PSL-TD and Polska 2050 – TD.
Horna-Cieślak is a lawyer, activist and social activist. He has been protecting the rights of children since he was 19. Provides legal assistance to young people who experience mental, physical and sexual violence. In her activities for children, she undertakes extensive activities, including: legislation, training and coordinates educational projects.
She created social campaigns, built a friendly justice system and provided individual advice and support to Children’s Aid Center clients as part of the partnership with the Empowering Children Foundation. She is a member of the Human Rights Committee of the Supreme Bar Council, chair of the Children’s Rights Department and a member of the Commission for Cooperation with Courts of the Warsaw District Bar Council. She is also the author of the Council of Europe’s HELP programme.
Horna-Cieślak is co-author of many legal acts relating to children’s rights, in particular the Law on the Protection of Minors, i.e. the so-called the Kamilek of Częstochowa Law, and the law allowing access to a psychologist for young people enlarged without the consent of a legal guardian, which she created together with the young people.
The term of the current spokesperson, Mikołaj Pawlak, expires on December 14. In accordance with the regulations, the current Ombudsman fulfills his duties until the new Ombudsman takes the oath.
