According to the draft amendment to the Law on Publicly Funded Healthcare Services, the Minister of Health would develop, implement, implement and finance a health policy program for the treatment of infertility, which includes medical procedures for assisted reproduction, including in vitro fertilization.
Pomaska pointed out during his speech in the Sejm that when collecting signatures for the citizen project “Yes to in vitro” it was promised that the law would come into force sooner or later.

PiS MP Józefa Szczurek-Żelazko pointed out that the project is one of the forms of reproductive support, for which PLN 500 million should be allocated from the budget.
She emphasized that the problem of infertility affects many families and that is why they are looking for ways to solve it. Szczurek-Żelazko pointed out that adoption is one of them. She thanked all adoptive and foster families for making this decision.
The dream of other families, especially women, is to give birth to their own child. They decide to undergo various forms of therapy to make this dream a reality

She pointed out that some people opt for naprotechnology, which is “a process of regaining health, including reproductive health, allowing for natural pregnancy.” She emphasized that this process is long and very expensive.
These families need support, which has been implemented by the Law and Justice government since 2016 as part of the ‘For Life’ programme.

She added that the citizen project shows that the financing of the in vitro method will amount to PLN 500 million per year. As the MP said, the project assumes that this program, among other things, is not consulted by the Minister of Health and the Agency for Health Technology Assessment, which must estimate the costs of individual procedures, it does not have to be the result of analyzes of maps of health needs, nor does it need to be consulted by the Transparency Council.
According to the MP, the question arises whether other health programs currently implemented from the state budget of the Ministry of Health will continue to be financed. She recalled that the Ministry of Health budget, for example, finances treatment programs for hemophiliacs and screening tests for newborns.
This bill largely requires clarification and specification of the rules for carrying out these procedures, which should be financed from the state budget. The Law and Justice parliamentary club recommends further work on this bill to the Supreme Court

Project assumptions

The justification stated that “in light of current demographics, a pluralistic, open, multifaceted, calm and sensible discussion about family support is needed.” It should include – as calculated – economic, social and medical support, including infertility treatment.
The applicants claim that due to the relatively high cost of the in vitro procedure, its availability is currently limited. Therefore, it is necessary to finance the treatment of infertility using in vitro fertilization from the state budget.
