Permanent Representative of the Russian Federation to the UN Vasily Nebenzya said that the Russian Federation will hold an informal meeting of the UN Security Council on December 8 regarding the events that took place in Ukraine in 2013. His words guide the way RIA News.
According to Nebenzi, the events called “Euromaidan” in Ukraine will be told by people who participated in it.
The meeting will be held within the framework of the formula called “Arria formula”. This format of Security Council meetings is named after Venezuelan Ambassador Diego Arria, who began using the practice in 1992 while serving as President of the UN Security Council. This allows members of the Security Council to have “a private, frank exchange of views within a flexible procedural framework and with the participation of the member or members of the Council proposing to convene the meeting, as well as persons they consider.”
Security Council meetings in this format are held in one of the meeting rooms rather than in the Security Council hall, attendance is not mandatory, and they are not advertised in the United Nations Daily Journal. Additionally, UN Secretariat staff, other than interpreters and the Conference Officer, do not attend such meetings unless invited.
