The government plans to extend the frozen prices until 2024, including: electricity for households – according to the entry published today in the list of government legislative works. The designed solutions will also apply to gas and heat.
The List of legislative and program work of the Council of Ministers contains information on the work related to the draft law amending laws supporting consumers of electricity, gas and heat, and certain other laws.
Extension of support
The extension of the operation of the protection mechanisms proposed in the amendment to the law affects one of the most fundamental needs of modern societies, namely access to energy carriers. The solutions prepared in the draft law will protect a wide group of beneficiaries from increases in the costs of electricity, gas and heat in 2024, while maintaining a balance between the financial capacity of households, the prices of energy carriers on the markets and the total costs of the support system burdening the state budget.

It added that the project provides “a modified continuation of existing support for household consumers, including support for energy consumption for needs similar to those of households (e.g. common parts of buildings, garages, summer houses, collective housing)”.
The proposed law includes, among other things: “freezing” of prices and rates for distribution fees and the obligation for energy companies to use electricity prices within a certain limit in the tariffs approved for 2022 for these companies in their settlements with domestic customers in 2024.
The list also shows that the limits on electricity consumption that entitle you to cheaper energy would be maintained.
It was added that the maximum energy price would also apply to the so-called sensitive recipients, to local authorities and SMEs, and would amount to PLN 693/MWh.
The maximum price of PLN 693/MWh will also apply to settlements for domestic customers after they exceed the legal limits.

Compensation mechanism
The list also states that the designed solutions will also provide a compensation mechanism for trading and distribution companies. Compensation payments are handled by the Settlement Administrator SA
According to the applicable provisions of the so-called Solidarity Shield, electricity prices for households in Poland remained at the 2022 level up to the established consumption limit: 3,000 kWh for all households, 3,600 kWh for households with people with disabilities, 4,000 kWh for farmers and families with the Large Card Families.
According to the information published in the list, the maximum price for gas will also be extended until 2024.
It will allow household consumers and entities providing important public services to be supplied with gas fuels at a stable price level in 2024, under the conditions applicable in 2023. The project also expands the mechanisms for securing and maintaining the financial liquidity of energy trading companies. in gas fuels and their distribution

The proposed regulations assume a guaranteed maximum price for gas and distribution service tariffs at the same level as in 2023 for customers subject to tariff protection.
The new regulations are also intended to extend the protection of heat consumers under the existing rules until 2024.
The proposed law provides for maintaining prices and fees for the supplied system heat borne by these consumers at a level not higher than the prices and fees applicable to heat consumers on September 30, 2022, increased by 40%. in each tariff group in a particular heating system. For the heat recipient who has a permit, this means that the prices and rates for the heat supplied will remain at a level throughout 2024 that is not higher than the ceiling specified in the law.

The proposed regulations propose that the basis for providing assistance to eligible customers will be a declaration submitted to the heat vendor.
