On Friday, Włodzimierz Karpiński officially received a mandate as MEP in place of Krzysztof Hetman, elected to the Sejm; Witold Pahl, who will replace Bartosz Arłukowicz, elected to the Sejm, was also given a mandate, the European Parliament announced in a statement.
In a statement from the European Parliament on Friday, we read that at its meeting on November 20, the EP will “take note of the election of two new Polish Members of the European Parliament – Witold Pahl and Włodzimierz Karpiński – as Members of the European Parliament Parliament.” As emphasized, they will be officially recognized as MEPs from Thursday 16 November.
Marshal of the Sejm Szymon Hołownia announced on Wednesday that he had signed documents informing three people of their priority in accepting a mandate in the European Parliament.
Włodzimierz Karpiński, former secretary of the Warsaw City Hall and former minister in the PO-PSL government, left prison on Thursday where he had been held since February. He was arrested in connection with the so-called waste scandal. He was accused of corruption in concluding waste management contracts in Warsaw.
European elections 2019
Karpiński stood as a candidate of the European Coalition in the 2019 European Parliament elections. However, he did not receive a mandate as a member of the European Parliament. The MEP from this list was Krzysztof Hetman, who won and took over a seat in the Polish Sejm in October this year. Joanna Mucha should have been elected to the European Parliament under Hetman, but she was also elected as an MP. The next eligible to become a MEP would be Riad Haidar, but the politician died in May this year. Therefore, the MEP mandate goes to the following candidate: Włodzimierz Karpiński.
In accordance with the Electoral Law, the Marshal of the Sejm, on the basis of information from the National Electoral Commission, informs the next candidate from the same list of candidates who received the highest number of votes in the election of his or her priority for a seat in the European Parliament to replace the person whose mandate has expired.
The declaration of acceptance of the mandate by the candidate to the European Parliament must be submitted within seven days of the date of receipt of the notification. If you do not submit the application within this period, this means that you forego priority in filling the seat.
The EP’s second mandate will be filled by Witold Pahl – former judge of the State Tribunal and former Vice President of Warsaw. He will receive the mandate after Bartosz Arłukowicz, elected to the Sejm from the KO lists. In the 2019 European Parliament elections, several candidates on the list achieved better results; former Voivodeship Marshal However, in Lubuskie Voivodeship, Elżbieta Polak also won a seat in the Sejm, as did Jarosław Rzepa, who became a member of parliament of the Third Way. Among the candidates for Pahl were former Minister of Labor and Social Policy and MP Jolanta Fedak, who died in 2020. In this situation, Arłukowicz’s mandate was given to Pahl.
