Jarosław Kaczyński spoke in Kraków in the Sokół Hall. The President of Law and Justice spoke about the problem of changing European treaties.
Today we have a special situation, different from a year or two ago. Then I talked about the past. About how we regained independence, which was the most important element of what was achieved, namely building a huge, important Polish state. Today it pains me to say that we need to talk about other issues

Our opponents claimed, even if they denied it today, that there would be no changes to the European treaties. (…) Well, it’s very different. Just as it happened after the failure of the plan to create the so-called European Constitution. (…) This time, as before the Lisbon Treaty, the creators of this project refer to the need to enlarge the Union. (…) It is a lie. The increase in the number of countries, as has been shown in recent years, and the issue of the Ukrainian war are not an obstacle

Developments
It started with a conference on the future of Europe. It was already 2021. There were 800 people from different countries of the European Union. (…) Completely falsified, and has nothing to do with the authentic representation of the citizens of the European Union. Certain guidelines and measures have been drawn up there. The matter began in earnest with the work of the Constitutional Committee of the European Parliament. She developed a specific plan and it was voted on. This plan must be adopted by the European Parliament on November 22. A European Council meeting on general issues will take place later. Later, this Council will refer the matter to the European Council, that is to say the Council where we have representatives, the highest representatives of the states. Poland is represented by Prime Minister Morawiecki. There will be no unanimity rule there, the matter will be addressed to the so-called of the convention – these are representatives of individual European countries. From there it should be transferred to the so-called international conference. There will be a rule of unanimity there

Proposed changes to the treaties
What are the proposed changes? This is a total of 267 changes in both treaties. So no new treaty, but very drastic changes. The report to be adopted by the European Parliament consists of 42 articles and an annex containing the rest of these changes. The report, as well as everything that happens in this case, is a form of abuse, not to mention fraud

There was clear abuse in the committee’s work. It was initially assumed it would be unanimous. (…) Then EKR, the group we are in, was excluded from this. There was unanimity, but minus one. Despite the protests of our representative, present this kind of proposal. We have two basic elements. The first is the practical, almost complete abolition of the unanimous vote, that is, the right of veto. This foundation has created a situation in which EU countries, although they gave many powers to the Union, remained sovereign states

This is a completely fundamental change. (…) This applies to the status of countries, members of the European Union. It obviously applies in very different ways. Instead of unanimous voting, there are three new different voting forms that are relatively similar. And you can say that for 99 percent. In these cases, Germany and France will be able to obtain a majority. Because it’s always about 50 percent. population and most countries. Anyone who knows the practices of the EU and knows how many inhabitants Germany and France have, and how many the EU has, knows that these two countries, and even Germany itself, can easily achieve such a majority. This is the essence of this endeavor. This is the essence of the hegemony that is built in this way

If this treaty enters into force, Poland will no longer be an independent, sovereign country and will no longer be a state at all.

This will be a start for everyone. And the Poles must realize this, they must realize it. (…) The acceleration of all this is due to the fact that the two countries that are mainly interested in this whole enterprise are weakening today. Germany weakens and France weakens. This is how they want to save themselves. They want to make stilts of us. We cannot agree with this

As far as Civic Platform is concerned, no one has the illusion that it is a German party
