“We’re going to Russia.” South Ossetian authorities announced the date of the referendum

Anatoly Bibilov, current President of South Ossetia appointed Referendum on accession to Russia on 17 July.

“It is guided by the historical desire of the people of the Republic of South Ossetia for reunification with Russia and in accordance with paragraph 16 of Art. 50 of the Constitution of the Republic of South Ossetia, President Anatoly Bibilov signed a decree today on the appointment of a referendum, ”said. The decree enters into force from the date of its signing.

“We are going home, we are going to Russia” – commented Bibilov signs the decree.

During the referendum, residents of the partially recognized republic will be asked to answer a question on a ballot: “Do you support the unification of the Republic of South Ossetia and Russia?”

Earlier, the country’s Central Election Commission approved a package of documents accompanying the referendum. The Supreme Court of South Ossetia has already considered and approved them.

“There was a Supreme Court meeting today, they took this decision unanimously, they came back. [пакет документов президенту]. TASS was told on May 13 under the President of South Ossetia.

Bibilov brought up the speech of joining Russia before the presidential election, against the backdrop of Russia’s special operations and Russian recognition of the DNR and LNR. Bibilov said on March 30 that “South Ossetia will become part of its historical homeland, Russia” and that the authorities will take the necessary legal steps in the near future.

“Everything is drawn, written and shown very clearly in the Constitution of the Republic of South Ossetia. Of course, we also need to ask people’s opinions. <...> So people expressed their attitude to joining the Russian Federation. It is not very difficult to do this, moreover, knowing the opinion of the public, I think that this work can be done without delay. Of course, there are procedural moments, <...> As they say, this is a matter of technology, ”said Bibilov.

For him, joining Russia is the “strategic goal” of South Ossetia, the “century-old dream” and “aspiration” of the Ossetian people. Bibilov noted that “consultations are already underway” with his Russian colleagues. He also announced that he did not personally discuss the referendum with Russian President Vladimir Putin.

“The main historical, strategic goal of the Ossetian people, a divided people, is to unite within the framework of a single state. This state is the Russian Federation. Our people have set this goal many times, and we had the opportunity to realize our age-old dream in 2014, when Crimea returned to its main port. Then we missed our opportunity, but we can’t let that happen again.”

Under the unification of the divided people, Bibilov meant a connection with North Ossetia, which is part of the Russian Federation. He pointed out that in Russia there are “procedures” by which it will be possible to combine the two subjects.

“A lot of people say who’s going to be president, president. [единого региона]where the government will be – these are technical problems that can be solved. Undoubtedly, Ossetia needs to be united, ”the politician summarized.

On April 10, presidential elections began in South Ossetia, which Bibilov lost in two rounds. In the second, according to the results of processing 97% of the protocols, he was beaten by Alan Gagloev from the opposition Nykhas party. Bibilov got 43.3% of the vote, Gagloev – 54.2%.

Gagloev will take office on the tenth day after the results are announced. South Ossetia MSK defined Second round results on 12 May. Thus, Gagloev should replace the president on May 20.

At the end of April, after winning the first round, he said that the referendum would be held by “any elected president” of the republic, because “this is the will of our people”.

“The main factor here is the willingness of the Russian Federation to take on such a responsibility. Preliminary work is required to reach certain agreements. In order not to complicate the already difficult geopolitical situation, each step should be compared with the position of a strategic partner, ”said he.

He also stated that the South Ossetian economy “must be upgraded”.

“Because it is extremely dishonorable to live entirely at the expense of the Russian taxpayer, and moreover, to make corrupt plans for the withdrawal of these funds. It’s been like this before, but it won’t happen again. My team and I are absolutely committed to this,” stressed Gagloev.

On May 11, Gagloev said that South Ossetia will hold a referendum “as soon as the time comes”. “The issue here is not that we need to unite, but what kind of mechanism is needed. In this case, we are aware that not everything depends on South Ossetia. We have a strategic ally – Russia – and on such important issues, all steps must be taken together.”

The Kremlin said it has yet to “express any stance” on the issue after Bibilov’s comments on the March 31 referendum.

“We have not taken any legal or other action regarding this matter. But at the same time, we are talking about expressing the opinion of the people of South Ossetia in this situation, we respect that,” he said.

Artem Turov, Chairman of the State Duma Committee on CIS Affairs, said that there are no legal obstacles for South Ossetia to join Russia.

In addition to Russia, the independence of South Ossetia is recognized by four of the 193 UN members: Nicaragua, Venezuela, Nauru and Syria.

Georgia considers the republic as its occupied territory. “He talks about holding some kind of referendum. [в Южной Осетии] The Georgian Ministry of Foreign Affairs said that in these conditions, the occupation of Georgian territory is unacceptable.

The President of South Ossetia, Anatoly Bibilov, who lost the election, set a date for the referendum to join Russia on 17 July. Earlier, the politician said that entering Russia is the “centennial dream” of the Ossetian people. Soon, Bibilov will be replaced by Alan Gagloev, who passed him in the elections. He declared that everyone who wins the elections will hold a referendum, because “this is the will of the people”. The future president explained – first you need to get Moscow’s approval, the Kremlin has so far reacted with restraint.
