CBOS asked the Poles about their assessment of the government’s pro-family policy and their opinion on increasing the benefit from PLN 500 to PLN 800 for each child from January 2024.
The report published on Monday shows that 46% of respondents are satisfied with the government’s actions aimed at families. investigated. Every ninth person (11%) rated the state’s pro-family policies as very good, and more than one-third as good (35%). Another 36 percent rated it satisfactory, and 14 percent considered it unsatisfactory. Less than every twentieth respondent has no opinion on this subject (4%).
The report’s authors point out that perceptions of the state’s pro-family policies have been stable in recent times. Compared to last year’s survey, there were almost as many very good or good ratings.
According to CBOS, the idea of increasing the benefit from 500 plus to 800 PLN divides the Poles: 50 percent. of the respondents support this proposal and 46 percent are against it. The other 4 percent have no opinion.
As the study authors note, among respondents who are in favor of valorization of the benefit, the answer “I support it” is more often given (27%) than “I strongly support it” (23%), while among those who do not support this proposal, many agree more (27%) than moderate opponents (19%).
Support for an increase in childcare allowance is more often expressed by the oldest respondents (67% among the over-65s), the lower educated (67% among respondents with basic education and 68% – basic vocational training), pensioners (64% percent) and pensioners (82 percent ). In addition, there was strong support for increasing the benefit to PLN 800 among people who took care of the household (66%) and with the lowest income per family member (69% among respondents with incomes up to PLN 1,499).
What determines Poland’s attitude towards people over 800?
The report indicates that attitudes towards the valorization of the current benefit are significantly differentiated by Poland’s political views and religious commitment. The more frequent the participation in religious practices, the greater the support for an increase in the benefit, and with the decrease in the frequency of practices, the number of opponents of the increase clearly increases. Respondents with right-wing views are mostly in favor of increasing financial support for families to PLN 800 (69 percent), while people who identify with the left and the political center are more likely to be against this idea (63 percent and 55 percent, respectively). ).
Most opponents of benefit increases are among the youngest Poles (69% in the age group 18-24), the higher educated, higher educated managers and specialists, the self-employed, but also pupils and students.
The belief that the childcare allowance of PLN 800 would be too high is most often expressed by respondents aged 18-24 (51%), schoolchildren (60%) and respondents who do not participate in religious practices at all (44%). A slightly smaller share of this view is shared by the self-employed (42%), the medium-skilled, technicians (42%) and respondents who identify with the left (41%). The opinion that PLN 800 is too little for each child is mainly expressed by people who take care of the household (21%), service providers (24%) and respondents who participate in religious practices 1-2 times a month (21%). ).
The report indicates that the income of the respondents influences the perception of the amount of the childcare allowance. People with an income per family member not higher than PLN 1,999 relatively more often find the amount of PLN 800 too low. As respondents’ incomes rise, the belief that it would be an appropriate amount diminishes, and there are increasingly voices that it is too high. In the group of respondents with a per capita income of at least PLN 4,000, the percentage of people who consider PLN 800 too much (37%) is higher than it is the right amount (35%).
When asked whether the amount of PLN 800 for each child is too small, sufficient or too high, almost half of the adult Poles answered that it was the right amount (45%). Less than one in three respondents (29 percent) thought it was too big, and 15 percent. thought it was too low. More than one in ten people were unable to comment on this issue (11%).
As the authors of the study indicate, the vast majority of people who support the valorisation of the childcare allowance believe that PLN 800 is an appropriate amount (75%). Less than one in five people in this group (19%) think it’s not enough, and very few think it’s too much (3%).
On the other hand, of the respondents who are against the increase of the 500 plus benefit, almost two-thirds (62 percent) think that PLN 800 is too high. Second in this group is the answer “Hard to say” (16%), and the share of people who think it would be an appropriate amount of benefit (13%) or it is too small (10%).
The “Current Problems and Events” study was conducted as part of the mixed-mode procedure on a representative sample of adult residents of Poland drawn from the PESEL registry. The survey was conducted from June 5 to 18, 2023 on a sample of 1,054 people (including: 59.3% by the CAPI method, 25.8% – CATI and 14.9% – CAWI).
