wPolityce.pl: After the fourth episode of the documentary “Reset”, how would you rate the events surrounding the NATO summit in Bucharest and the actions of Donald Tusk’s government in the light of the material revealed in this episode , like the ciphertext of Jerzy Bahr and Witold Jurasz or a note from Jarosław Bratkiewicz?
Paul Jablonski:We are dealing with the presentation of further evidence to public opinion that the foreign policy of Tusk and Sikorski was a deliberate policy and deliberately, unfortunately, aimed at worsening Poland’s security.
The government was fully aware of Russia’s hostile, imperial and European security intentions. And yet he made a political decision to actually pursue what France and Germany wanted. The suspension of the possibility of admitting Georgia and Ukraine to NATO, or even an attempt to completely block this admission, fortunately stopped at the time by President Kaczyński, were actions that directly implemented the policies of Berlin and Paris, which decided to build a partnership, primarily German-Russian, but then also French-Russian.
Such actions as an attempt to hide President Kaczyński’s letter to key NATO leaders, to suspend its transmission in order to weaken the Polish arguments, the Polish position, this is something that should absolutely not happen, behavior that is not in any canon fits. It should be considered whether this is a case of non-compliance with official duties and violations of regulations. It is very good that the public can become acquainted with these facts.
In the comments, some internet users try to defend Radosław Sikorski and Donald Tusk, arguing that Ukraine and Georgia are still not members of NATO. However, the responsibility for this turn of events in the document was mainly attributed to Berlin and Paris, but could such actions by the then prime minister and head of diplomacy somehow contribute to the whole process coming to a halt?
Such gestures certainly have an impact, because President Kaczyński spoke clearly about the Polish position. These kinds of lists are also very important when it comes to preparing for summits, meetings at the highest level, because fundamental decisions are often made or negotiated much earlier. And this type of document, very important, very clear and precise, which states, firstly, the goal, secondly, the reasons why it must be achieved, and thirdly, the threat posed by closing the door to NATO for Georgia and Ukraine , was very important voice. An attempt to suppress it, to silence it, to block it, to lock the letter in a safe, is a scandal that must not be without consequences.
It is of great importance that these facts are known to the public today, also because it is society that determines what politics looks like and which authorities are elected. It is very good that everyone in Poland knows what Mr Sikorski’s performance as Foreign Minister was like. I think we will learn more and more about the reasons for these types of decisions in the coming days and weeks. I think that the desire to gain some personal advantage in the form of positions in international organizations could have played a very important role here. This is a statement that I hope can be verified as more facts are released to the public. It seems that France and Germany had such a goal and the PO government decided that it was in the interest of the then Prime Minister and Foreign Minister to implement these “reset” goals of Berlin and Paris, without see how good it would be for Poland.
It also seems interesting to what extent it was a pursuit of certain personal advantages, to what extent it was a desire to belong to the “mainstream” of the West, especially Western Europe, to what extent – a political battle with President Lech Kaczyński, or something else?
There are many theories, I think any of these reasons could have influenced it, but it was certainly clear, especially in the last period of Tusk’s rule, that his policy was to have the post of head of the European Council for to find himself, and Sikorski even believed that he could become the head of NATO and here he had his priorities, which luckily did not work out.
A policy that – dictated by the desire to gain personal advantage – disregards the interest of the state, the interest of Polish security – is wrong and should be treated as such by society.
In recent years, but especially since the beginning of Russian aggression against Ukraine, Civic Platform has tried to build a new narrative about its policy towards Russia. Could the “Reset” document significantly thwart these plans?
It is hard for me to imagine that anyone who thinks rationally could conclude that the policy of the PO-PSL government was correct. It was a de facto policy to strengthen Russia and weaken security in Europe. Claims that others did at the time lead one to assume that Poland merely plays the role of an observer in the European forum. In the notes discussed in the movie “Reset” there is a statement, perhaps not noticed by everyone, that in the coming years the EU or NATO should not be expected to accept Ukraine or Georgia. And yet, as a serious country, one of the largest EU countries, an important NATO country, if you notice such trends, you should try to change that.
And in this case, that sort of thing wasn’t even thought of. Tusk and Sikorski only argued that if France and Germany decided something, it should be taken into account and even reinforced. There was not even an attempt to change this position.
This is a very different concept of foreign policy than the one we follow today. I think the last few months have shown this, because before February 24, 2022, the European Union did not show much willingness to help Ukraine. If we had been guided by the policy of Tusk and Sikorski, we should also have said that if Germany and France did not want to help, then we had to accept it. However, we did not come to terms with it, we changed the approach of some countries of the European Union and NATO with active politics, not yet 100% as we would like, but this direction was certainly the right one and we had some successes in over the past year and a half. This is how foreign policy should be conducted: active, ambitious, courageous, sometimes leading the way and not humbly accepting everything that comes from Berlin or any other foreign capital.
