wPolityce.pl: Today the summit of the European Council will take place, including on the migration pact proposed by Chancellor Scholz. Prime Minister Morawiecki announced his opposition to the move plans. Will the Council decide by qualified majority or by consensus, as the Polish government would like?
Anna Zalewska: First of all, this is a special and difficult Council, because the past few days have been full of increasingly dangerous events, such as the start of a coup d’état, or perhaps it would be more accurate to say a planned match in Russia. The Wagnerians are in Belarus, there are huge emotions on the Polish-Belarusian border, so the meeting of this Council can decide how the European Union will function in the coming months.
The most important thing is indeed the ‘migration pact’ – it just seems to have such a nice name, but in fact it is a pact on legalizing illegal immigration and legalizing human trafficking, because that’s what it all boils down to. Stories that there are many migrants and refugees in Europe – yes, but they are classified in a completely different way – no one throws away a passport and pretends to be a child at 21 years old. At the moment, a document is being prepared on the basis of the majority, that is, on the discussion in the Council of the European Union, and not in the European Council – that is why the Council is so important. The Prime Minister said today that he is ready to restore the importance of the decision, i.e. it must be passed unanimously, and I hope it will. The cited articles speak of migration, not of illegal immigration.
What decision from the Council can be expected? Will it confirm Chancellor Scholz’s plans or will problems arise?
Politicians – especially German ones – stop hiding their ideas. Chancellor Scholz told his delegates to accept this package for Germany as soon as possible. Recall that the Germans, who called illegal immigrants to Europe, greeted them with balloons and banners, now have a serious problem. Individual states complain to their governments that they have no money or space. It should be remembered that they have returned war refugees and have been talking for several months about restoring control at the Polish-German and Czech-German borders, as they have noticed a new illegal migration route. This is certainly a great German need, which is why they want to dominate the European Council and push through the move by all available means. For that reason, there will certainly be a flight to majority voting in the Council.
There is also an Italian problem, although Giorgia Meloni does not think about accepting illegal immigrants, but about managing this situation, and it seems that she does not like the solutions that have appeared in the regulation. Let’s not forget that we have three options there, but in each of them you must agree to forced relocation. Nor is it true that it will be several thousand immigrants – no, they are currently cheating Europeans. Three weeks ago there were talks of 30,000 to 130,000 illegal immigrants in individual Member States, in addition to those where they already exist, of course. The reality here is penalties for not accepting immigrants, there is no collective responsibility story here.
Someone who has not looked at international and European politics in recent years might naively believe that someone would apply and that the EU would be kind enough to agree. No, it’s a fig leaf for forced relocation. The European Union, at the request of us and some other countries, has had the opportunity to show its generosity towards war refugees from Ukraine, but has not done so.
Beata Szydło wrote on Twitter that Eurocrats are mocking Poland in the corridors by saying: “complain to the CJEU”. Is this cynicism consistent with the preconceived approach of the EU institutions towards Poland? Is this a rule of thumb?
It has become a rule because the European Commission wants to win the elections in Poland – that is, it wants to help Donald Tusk come to power, because those are his ambitions. Poland is supposed to be a country that will agree to the federalization of Europe, because we guarantee that it simply won’t happen. Hence the farewell to Donald Tusk and the expectation that when he retired as EPP chairman, he would soon return as Prime Minister of the Republic of Poland. These are also the statements of Weber, who publicly says that PiS should lose and be burned with fire. These are statements about famine, about the rule of law – forming one planned anti-Polish line. After all, Poland stands in the way of the federalization of the European Union and that is probably why it is so much fought against.
Minister Wąsik suggested extending the referendum on the relocation of migrants to questions about climate policy or coal. How do you rate this idea?
Lately, a lot of emotions have been caused by European politics, so the Poles would probably like to speak out – whether it’s about illegal immigration or climate assumptions that will absolutely strain their wallets. I think these issues could be considered in a referendum – it will probably be discussed in the Council of Ministers. It will also be a great opportunity to talk to Poland, show them what it really looks like and fight disinformation. In the case of illegal immigration, there is deliberate, planned and cynical disinformation.
