France and Germany are convinced that the partial institutional reform of the EU, consisting of lifting the veto in the vote in the EU Council, will be possible this year –
That is what the French and German Secretary of State Laurence Boone and Anna Luehrmann told Euractiv.

As Paris and Berlin argue, change is possible without opening the treaties.
This is an option we want to explore in order to maintain our role as a global player in the EU’s common foreign and security policy. In other policy areas, too, a switch to qualified majority voting would be an important signal this year
Luehrmann said in an interview.
Indeed, “change is possible without opening treaties.” Because Treaties no longer apply. More precisely, they apply when it suits them best. They certainly no longer fulfill their function of guaranteeing fundamental rights to weaker states. Totally it a classic phenomenon for any dictatorship. This was the case in the People’s Republic of Poland: the provisions describing the apparatus of violence were alive, and the provisions on the rights of citizens – actually dead.
