According to the document, it is recommended to exclude Art. 63 of the Criminal Code of the Russian Federation “Aggravating Conditions”, paragraph “o” states that this is an intentional crime committed by an employee of the internal affairs body.
In the explanatory note of the bill, it is stated that when this amendment to the Penal Code was adopted, it did not take into account that it discriminated against police officers compared to the employees of other state structures.
