The Masovian branch of the State Prosecutor’s Office led to the final conviction of Zbigniew R., a former member of the Sejm of the Republic of Poland, to one and a half years in prison for invoking influence. The verdict in this case was issued by the Warsaw District Court.
According to the Press Service of the State Prosecutor’s Office, the investigation in this case was conducted by the Mazovian Branch of the Department of Organized Crime and Corruption of the State Prosecutor’s Office in Warsaw, together with the Central Anti-Corruption Office.
The prosecutor accused Zbigniew R., a former member of the Sejm of the Republic of Poland, of referring to influence in the period from 2011 to 2014 and “affirming Marian D.’s belief that such influence exists in the State Forests Directorate in Krosno, the Ministry of Justice, the National Judicial Council and the Bank of Internal Economy in Warsaw”.
In exchange for financial benefits and their commitments, Zbigniew R. promised to act as an intermediary in arranging the affairs that Marian D.

According to the researchers’ findings, the influence appeal took place from mid-2011 to July 2014 in Rzeszów, Leżajsk and Warsaw.
Marian D. asked Zbigniew R. to obtain a decision favorable to one of the companies from the Director of the State Forests in Krosno regarding the permission to exchange this company’s property with property owned by the Ministry of Finance and is managed by the State Forests

Corruption and nepotism
Another case concerned the nomination of Klaudia D. and her delegation to the Ministry of Justice for the office of judge. In addition, Zbigniew R. promised to arrange a loan of PLN 70 million for one of the companies
PK said.
According to the investigators, the former MP accepted cash bribes from Marian D. in the amount of PLN 10,000 to PLN 15,000, which were systematically transferred monthly from at least mid-2011 to mid-2012.
The total amount of these benefits was not less than PLN 120,000

In addition, Zbigniew R. received alcohol with a total value of almost PLN 3,500, including 24 bottles of whiskey, 6 bottles of brandy, 12 bottles of brandy and 9 bottles of vodka, as well as fuel, which he refueled at one of the stations at the expense of Marian D.

The National Prosecutor’s Office reported that the Warsaw District Court upheld the conviction of the First Instance Court, which found Zbigniew R. guilty of the alleged act and sentenced him to 2.5 years in prison. The second instance court changed the sentence to one and a half years.
In the remaining scope, it maintained the imposed fine of PLN 300, PLN 100 each, and the forfeiture of the pecuniary benefit of PLN 120,000 and the confiscation of the alcohol equivalent of almost PLN 3,500. The court ordered the defendant to pay the costs

Zbigniew R. was a Civic Platform Party member in the Sejm of the 3rd, 5th and 6th terms. In June 2013, he was appointed Deputy Minister of Infrastructure in the PO-PSL government. He was also the government’s plenipotentiary for road infrastructure management. He held this position until May 2015
