If only our club remains and the opposition nominates no candidates to the committee on Russian influence, our club will supplement the candidates and then we will appoint the full composition of the committee, Kazimierz Smoliński (PiS) told PAP. As he assured, “the commission will certainly begin its work in July.”
On April 14, the Sejm passed the law establishing a commission to investigate Russian influence. They started setting it up in December last year. PiS Delegates. May 11 this year The Senate passed a resolution to reject the bill on the establishment of this committee. A week ago, the Sejm voted against the Senate resolution. “Then we appoint the full composition of the committee”
The law was published in the Journal of Laws on Tuesday and took effect on Wednesday. Pursuant to the provisions amending this Act, “Deputy or Parliamentary Clubs shall submit candidates for Commissioners to the Marshal of the Sejm within 14 days of the date of entry into force of this Act”. The vote on candidates for committee members will take place at the first meeting of the Sejm after that deadline.
Clubs submit their nominations within two weeks. If they fail to do so, the marshal must set an additional deadline. If only our club remains and the opposition really does not put forward any candidates, then our club completes the candidates and then we appoint the full composition of the committee
noted Smolinski.
He believed that it was possible that the Marshal of the Sejm would “give a short notice for any replenishment”. As he noted, it is possible to appoint members of the committee at the next meeting of the Sejm in June, scheduled for June 13-16, especially since the selection of committee members is made directly by the Sejm and the vote of the Sejm does not is preceded. by a session of the Sejm Committee.
Theoretically, the marshal can convene an additional meeting in June to supplement the composition. We have few meetings, no problem doing extra
noted Smolinski. He added that if it is not possible to appoint all members at the June meeting, then as a last resort it will certainly take place on the next one – July 6-7.
As Smoliński continued, when the composition is appointed, the prime minister will appoint the chairman of the commission and the services will conduct procedures regarding the access of selected persons to classified information.
If the certification services do not issue the certificate, such person loses the right to participate in the work of the committee and another person must be appointed in his place
said Smolinski.
The law stipulates that the commission shall consist of nine members of the rank of secretary of state, appointed and dismissed by the Sejm.
The Commission must analyze official activities, create, duplicate, share information with third parties; influencing the content of board decisions; making harmful decisions; making advance directives on behalf of a government agency or company; entering into contracts or disposing of public or corporate funds.
The decisions that the committee could take include: revoking an administrative decision issued as a result of Russian influence, issuing a ban on performing functions related to the disposal of public funds for a maximum period of 10 years, and the revocation and prohibition of a security clearance for 10 years. year.
The law – which is unconstitutional and contrary to the principles of a democratic rule of law – has been criticized by opposition groups, which have already announced they will not nominate their representatives to this committee.
